Gazprom Central Commission for Subsurface Use and Licensing Management is a standing body established for the purpose of enhancing the Gazprom Group resource base management and development efficiency.

The Commission pursues the objective of optimizing Gazprom resource base, securing projected gas production rates and enhancing subsurface use efficiency.

The strategy of Gazprom as a global energy company is aimed at shaping the entire gas chain from hydrocarbon production to marketing in yet untapped by the company markets on the basis of production capacities beyond Russia.

As part of this strategy the company is exploiting hydrocarbon resources offshore Venezuela, Vietnam, India, and the Caspian Sea, is studying possible participation in oil and gas projects in Algeria, Bolivia, Egypt, Libya and Pakistan.

On May 16, 2003 Gazprom and the Government of the Kyrgyz Republic signed a long-term agreement on cooperation in the gas industry for a period of 25 years.

In May 2007 Gazprom and the Kyrgyz Republic Government signed the Agreement on the major principles of geological survey provision. Under the Agreement, the Russian side will carry out geological survey activities on the agreed locations in Kyrgyzstan.

On September 11, 2000 Gazprom and Petrovietnam, Vietnam Oil and Gas Corporation, signed a contract for Block 112 offshore the Socialist Republic of Vietnam. The Contract stipulates prospecting, exploration, production and marketing of hydrocarbons.

In August 2007 a commercial gas inflow was reported during the first exploratory well testing in Bao Wang performed by Vietgazprom, the Joint Operating Company of Gazprom and Petrovietnam Corporation as part of the geological survey in block 112, Gulf of Bac Bo. According to the survey data, the gas inflow was rated up to 400 thousand cu m/d with gas condensate found in the well stream.
