Moscow, December 29, 2007. On December 29, 2007 in Moscow JSC INTER RAO UES (Russian Federation), OJSC Elektricheskiye Stantsii (Kyrgyz Republic), and JSC KazKuat (Republic of Kazakhstan) announced the winner of the tender for concluding a contract for development of the investments substantiation for the project of construction of Kambaratinsk HPP-1 and HPP-2 in the Kyrgyz Republic. The members of the Tender Committee unanimously decided that Electricite de France and PriceWaterHouseCoopers should be declared the winner of the tender due to their joint tender application. The companies offered a total of 73 819 485 RUB (VAT excluded).
Tender applications were submitted by three international engineering companies, namely France’s Electricite de France together with PriceWaterHouseCoopers, Canada's SNC-LAVALIN INTERNATIONAL INC., and the UK's Mott MacDonald Limited. Evaluation of tender applications was based on a whole range of criteria, including the cost and period of execution of work, experience in implementation of similar projects, professional skills of specialists, business reputation of the companies, and availability of resources.
It is supposed to enter into contract with the winner of the tender in early 2008.
For information:
The tendering procedure for development of the investments substantiation for Kambaratinsk HPP-1 and HPP-2 construction project is being held in compliance with the resolutions passed at the intergovernmental level by Russia, Kazakhstan, and Kyrgyzstan. To organize it, a simple partnership was set up, to comprise JSC INTER RAO UES, OJSC Elektricheskiye Stantsii (Kyrgyz Republic), and JSC KazKuat (Republic of Kazakhstan). Each country has appointed 3 representatives which comprise the Tender Committee. The representative of JSC INTER RAO UES is the Chairman of the Committee. The representatives of Kazakhstan and Kyrgyzstan are his deputies.
Initially, the tendering procedure was announced in late May this year and was scheduled to be completed in August, but at the request of tenderers its deadlines were extended twice. In September 2007 the tender was recognized as failed and then re-invited. Such a decision was reasoned by incompliance of particular provisions of the participants’ applications with requirements imposed by the tender documents.
