March 30, 2010, Moscow. COMSTAR – United TeleSystems (JSC COMSTAR-UTS, LSE:CMST), the leading supplier of integrated telecommunication services in Russia and CIS, announces that starting from April 1, 2010, CJSC COMSTAR-Regions (100% affiliate of OJSC COMSTAR-UTS) will launch a federal marketing campaign titled “123” for getting access to communication services on favorable terms. As a part of this campaign , a special tariff plan offer “123” has been launched in the market in 23 regions of company presence*. This offer provides broadband Internet access and Double Play services (Internet + cable TV). According to the campaign, subscribers will have to pay only 123 roubles above the promotion basic rate to double their Internet access speed for unlimited tariff plans. 123 roubles more, and you will be able to connect a cable TV programs package or double Internet access speed once again (all in all, data rate may be increased four times).
Subscribers will be able to special this special tariff plan from April 1 to May 31, 2010. The tariff “123” shall be valid within 6 months starting from the day (month) of subscriber’s connection to this plan with automatic transfer to one of the standard (depending on the region) unlimited tariff plans or to a different one as the option of the subscriber. Initial Internet access rates under the “123” tariff plan vary in different cities from 256 Kbps to 2 Mbps. The subscription fee is 200 roubles and above per month.

Besides, the tariff plan is very easy to connect to – any additional option is worth only 123 roubles. The campaign is targeted at general public. The “123” tariff plan is promoted by the federal advertising campaign that includes outdoor advertising, radio ads and Internet promotion. With this campaign, we intend to enhance the current subscriber base, primarily, that of the Double Play service”.
