A number of territorial grid companies of the Samara region fail to meet obligations under the established contract-based tariff model

Despite systematic efforts of power engineers of Samara DG, a branch of IDGC of Volga, PJSC (a member of Rosseti Group of Companies) to recover debts, indebtedness remains at higher levels.
The main debtors are regional territorial distribution companies (TDCs) IDGC of Volga, PJSC is a non-defaulting party building its relations with its partners (including TDCs) strictly in line with the applicable laws and on accordance with the terms of ongoing contracts. Connected to the networks of IDGC of Volga, PJSC, TDCs distribute electricity between end consumers in accordance with the established tariffs for electricity transmission services.
Finances of distribution companies must be further used for the core activities, i.e. in this case – for payment for electricity transmission services. However, it is often the case that the Samara branch of IDGC of Volga, PJSC receives no money for services provided to its contracting parties. Major debtors are: Kvant, ZAO; Solli-Energo, OOO; Dolina-Tsentr, OOO; Samara Testing and Experimental Plant, ZAO; Elektroset-Volga, ZAO.
At the moment, the total debt amount exceeds 1 billion rubles. Every effort is made by debtors to avoid payment, so it is not always possible to recover debts – even if supported by a court decision or an enforcement order. IDGC of Volga, PJSC has to resort to the Public Prosecutor’s Office or the Investigative Committee asking to initiate audits of TDCs and their fiscal activities to identify cases of unauthorized uses of finances received from electricity customers, asset and finances write-offs, and premeditated or fraudulent bankruptcy.
Territorial distribution companies must strictly abide by commitments assumed under the established contract-based tariff model. It is not just an issue of the financial discipline and safeguarding interests of a contracting party. First and foremost, it is a matter of the energy security of the entire Samara region.
