Pskovelectrosvyaz was founded during World War II, on 4th September 1944.  After the liberation of Pskov Region from the Nazi aggressors, communication facilities that had been destroyed during the war, started to be built anew.   Work had to be organized to restore communication, find managers and workers, restore the operation building and premises of communication enterprises.    Restoring the telecommunication infrastructure of the region under the hardest conditions, the communication people showed firmness, fortitude and courage.  

As soon as the first restoration stage was completed, the second stage started: the stage of communication facilities development and improvement. 

Today the Pskovelectrosvyaz branch is one of the most stable branches of OJSC North-West Telecom.  At the moment,  398 automatic telephone exchanges, including 58 city exchanges and 340 rural exchanges operate in the regional communication network.    The capacity of automatic telephone exchanges is over 156,000 lines, including 61.5% that have been installed on electronic telephone exchanges, which is not only one of the highest indices among all branches of OJSC NWT, but of other branches of interregional companies of Russia, too. The branch provides services for over 142,000 telephone sets.  The number of telephone sets owned by 100 families of population is 75.93 sets in cities and towns, and 36.17 in villages.

Participating in the programme Social Development of the Village till 2010, the branch is purposefully taking the measures to install telephone facilities in villages. 

Thanks to Pskovelectrosvyaz, the residents of Pskov Oblast can resort to Internet services since 1996. For seven years on end Pskovelectrosvyaz has been the leader in the sales of Internet services in the region.  Its share in the regional market of dedicated Internet access is 41%.

The branch is systematically working to create a high-quality transportation network.  The up-to-date transportation network and switching equipment make it possible for North-West Telecom to expand the range of services provided, to improve the quality, speed and functional characteristics of the network and to attract new clients in Pskov Oblast.

At all stages of its development, the branch was distinguishes by a stable financial position and a steady pace of development. Largely thanks to N.A. Shalnev, Regional Director of the branch, developing telecommunications and achieving a high level of profitability and profit have always been among the priorities of Pskovelectrosvyaz.  

Nikolay Alexeyevich Shalnev has been the head of Pskovelectrosvyaz for 25 years.   For these years, N.A. Shalnev has created not only an up-to-date high-tech telecommunication infrastructure in Pskov Oblast, bur also a team of associates – real professionals capable of tackling any tasks.

We congratulate Nikolay A. Shalnev upon the 25th anniversary of work in the position of the head of Electrosvyaz of Pskov Oblast and the team of the company upon its 60th anniversary.
