On March 1st, 2007 TGC-9 presented the project of the investment program “Development of the system of district heating of the city of Ekaterinburg for the period from 2007 to 2009” on public hearings in the city administration.
With the purpose of assurance of publicity, observance of interests and informing of people, detection of public opinion, preparation of proposals and recommendations, the company put the project of the investment programfor public discussion.
Speaking at the last public hearings, Deputy General Director of TGC-9 on Strategy and Development Vitaly Anikin mentioned that speed of development of Ural capital demands the advanced development of engineering infrastructure, modernization of heating objects. Realization of the program will allow to solve this problem and also to increase reliability of heating of existing and newly constructed objects, improve the hydraulic regime of delivery water flow. The expected growth of heat power will be 298,6 Gkal/hour.
Vitaly Anikin noted that the investment program of TGC-9 requires attraction of financial assets in the amount of 2,64 billion RUR. To solve this problem they plan determination of payment on the territory of Ekaterinburg for technological connection to heat networks of newly constructed objects in the amount that provides financial needs of realization of the investment program. Since January 1st, 2006 national law has allowed local government to determine tariffs for connection to systems of communal infrastructure in the heating sphere.
Technical director of the company “Uralmashstroyservice” Telman Yusufly appreciated the prepared program at public hearings. He noted that specialists of TGC-9, working out the project, determined “the most narrow” districts of the city territory and accurately classified the problems. They also marked the ways of their solving. They proved the determination of payment for connection, as capability of providing of development of districts of available development of the Ural capital.
Deputy Head of the City of the questions of capital construction and usage of land Vladimir Kritsky also drew attention to the importance of project realization. Besides, he posed several problems to heat powermen. Among these problems was increase of the capacity of rerun of main pipes with the purpose of providing reliability of Ekaterinburg heating.
By a majority vote the investment program of TGC-9 was recommended for consideration of Ekaterinburg city duma.
