OJSC North-West Telecom changes local telephone tariffs

In accordance with Order of the Russian Federal Tariff Service No. 299-s/4 of November 28, 2008 (registered by the Justice Ministry under No. 13064 of January 12, 2009), OJSC North-West Telecom changes local telephone tariffs and introduces additional “unlimited” intra-zone telephone tariffs from March 1, 2009.

For private subscribers, from March 1, 2009 the cost of using a subscriber line* will be:

- in the Central branches (Vologda, Kaliningrad, Novgorod, Pskov, Leningrad Region), 135 rubles per month (previously, 125 rubles);

- in the Northern branches (Arkhangelsk, Karelia, Komi, Murmansk) and in the St. Petersburg branch, 140 rubles per month (previously, 130 rubles).

Thus, the total monthly charge for the “unlimited”** tariff plan will increase to: 315 rubles in the Central branches (previously, 305 rubles), 350 rubles in the Northern branches (previously, 340 rubles), 340 rubles in the St. Petersburg branch (previously, 330 rubles).

For corporate clients, from March 1, 2009 the cost of using a subscriber line* will be:

- in the Central branches, 160 rubles (previously, 150 rubles);

- in the Northern branches and in the St. Petersburg branch, 170 rubles (previously, 160 rubles).

The monthly charge for the “unlimited” tariff plan will increase to: 420 rubles in the Central branches (previously, 400 rubles), 520 rubles in the Northern branches (previously, 500 rubles), 470 rubles in the St. Petersburg branch (previously, 450 rubles)***.

For all subscriber categories, the cost of 1-minute local telephone connection under the “time-rate” tariff plan is also changed from March 1, 2009: from 26 to 30 kopecks in the St. Petersburg and Central branches and from 30 to 34 kopecks in the Northern branches. Under the “combined” tariff plans (with the included volume of local telephone connections) the cost of 1-minute local telephone connection in excess of the base volume is raised by 4 to 12 kopecks, depending on the tariff plan and the region. In addition, the included volume of local telephone connections under the so-called “mandatory” combined tariff plan is reduced****. From March 1, 2009, this tariff plan includes 300 minutes of local traffic in the Northern branches, 250 minutes in the Central Branches and in the Karelian branch and 400 minutes in the St. Petersburg branch.

From March 1, 2009, NWT introduces for its subscribers additional tariff plans including an unlimited volume of intra-zone telephone connections.

The Region tariff plan includes an unlimited volume of intra-zone telephone connections within the region (republic) to fixed telephones (with the monthly charge of 200 rubles for individuals and 879 to 1000 rubles for legal entities , depending on the tariff plan for local services). The Region + tariff plan includes an unlimited volume of intra-zone telephone connections to fixed telephones in the region and all mobile telephones registered in the region (with the monthly charge of 538 to 700 rubles for individuals and 1399 to 2500 rubles for legal entities , depending on the region and the tariff plan for local services). It is most advantageous to use the Region + tariff plan in package with the “unlimited” tariff plan for local telephone services. In this case, private and corporate subscribers will save 127 to 162 and over 1000 rubles per month respectively.

To make its communications services attractive to a wide range of users, NWT is offering the following tariff packages:

- Novoselye, a simultaneous connection to the local telephone network and the Avangard high-speed Internet access service with a discount up to 40% of the total cost of both services;

- Telephone + High-Speed Internet Access saves 50 to 260 rubles per month for those NWT subscribers which chose the “unlimited” local tariff plan and use the Avangard service.

* the monthly charge covers “provision of a subscriber line for permanent use” and “provision of local telephone connection” according to the chosen tariff plan.

** a tariff plan with an unlimited volume of local telephone connections where it is technically possible to keep records of the duration of local telephone connections.

*** for the “unlimited” tariff plans for corporate subscribers, both the charge for the provision of a subscriber line and the permanent charge for an unlimited number of telephone connections are increased from March 1, 2009.

**** includes the region ’ s average number of minutes of local telephone traffic . Until March 1, 2009 the volume of included traffic is 350 minutes in the Northern branches, 333 minutes in the Central branches, 275 minutes in the Karelian branch and 450 minutes in the St. Petersburg branch.
