On 17th January 2007 an Agreement of Cooperation was signed between the Administration of Nenets Autonomous Area (NAA) and the Open Joint-Stock Company North-West Telecom (OJSC N.W.Telecom). Cooperation of OJSC N.W.Telecom and the Administration of NAA in the field of creating and developing telecommunication networks of the region and satisfying the demand for communication services as much as possible is the subject-matter of the Agreement.

It has been stated that the most important areas of cooperation between the Administration of NAA and OJSC N.W.Telecom are:

- implementing telecommunications development programmes in Nenets Autonomous Area, that would ensure an integration of telecommunication networks into a single information-and-telecommunication space of Russia using advanced technologies and implementing new communication services;

- providing transport systems and data transmission centers in order to create a single telecommunication network of the administrative bodies of Nenets Autonomous Area in the framework of the Federal Target Programme Electronic Russia;

- implementing socially significant programmes and projects in the territory of Nenets Autonomous Area;

- preventing and detecting any criminal trespass to telecommunication facilities and lines situated in Nenets Autonomous Area.

Valery Nikolayevich Potapenko, Head of the Administration of Nenets Autonomous Area, said that "the Agreement would secure the existing experience of cooperation between the Administration of  NAA with the Arkhangelsk Branch of OJSC N.W.Telecom."

Vladimir Alexandrovich  Akulich, General Manager of OJSC N.W.Telecom, emphasized the importance of North-West Telecom's cooperation with the local authorities, through which the efficiency of implementing any project in the region is noticeably improving, and noted that "a constructive interaction of the parties will make it possible to continue the work aimed at solving the problems of providing telephone communication and Internet to the northern hard-to-reach and rural areas of the District."

Information on development of telecommunications in NAA: For the years 2004-2006 OJSC N.W.Telecom invested about 53 million roubles in the development and upgrading of telecommunication networks of Nenets Autonomous Area, 93% of which were allocated for expanding the telephone number capacity and communication channels and 7% for maintaining the infrastructure.  

For these years more than 2,700 numbers were put into operation. The quantity of telephone sets installed in NAA by December 2007 reached 10,000, while the telephone density of the urban telephone network amounted to over 75 telephone sets in every 100 families. The urban and rural telephone networks of OJSC N.W.Telecom in NAA are completely digital, which makes it possible to provide highest quality services.

With each passing year, OJSC N.W.Telecom puts more and more emphasis on developing new services in the region. In 2005 the Internet access in the town of Naryan-Mar was expanded from 30 to 120 lines. In the same year, Internet access on credit was provided.  In 2006 the digital satellite channel in the Arkhangelsk-Naryan-Mar direction was expanded, which made it possible to increase the number of intraareal telephone connections.
