Moscow. 11 January 2005. The Chairman of the Management Board of RAO "UES of Russia" Anatoly Chubais appointed Vladimir Khlebnikov General Director of OAO "TGC-1", Valentin Sanko as General Director of OAO "WGC-6", and Alexey Bobrov as General Director of OAO "Urals and Volga IDC". These nominations were unanimously accepted by the Management Board of RAO "UES of Russia".

Vladimir Khlebnikov was born in 1963 in the city of Novosibirsk. He graduated in industrial electronics from the Novosibirsk Electrotechnical Institute in 1985. Previously, Mr. Khlebnikov held a number of executive positions at enterprises in Novosibirsk. In 2000-2004, he worked as General Director of ZAO "Settlements and Contracts Center of the Federal Wholesale Market" (ZAO "CDR FOREM"). At present, Vladimir Khlebnikov is the First Deputy Chairman of the Management Board of Non-Profit Partnership "Administrator of the Trading System" (NP "ATS"). He holds a degree of Doctor of Economic Sciences. In 2004, as a research team member he was awarded the State Prize in the field of science and technology for the work "Development and implementation of scientific foundations of management of the Federal Wholesale Electricity and Capacity Market (FOREM)".

Valentin Sanko was born in 1963 in the village of Zarechki, Lyubiansky District, Minsk Region. He graduated in audit and control from the Voznesensky Financial and Economic Institute, Leningrad, in 1990. In 1991 - 1994 he was engaged in business. In 1994 he joined OAO "Vologdaenergo", where he worked as General Director in 1998-2001. Since 2001, Mr. Sanko has been General Director of OAO "North Energy Management Company" which operates OAO "Arkhenergo", OAO "Vologdaenergo", and OAO "Kostromaenergo". He holds the degree of Candidate of Economic Sciences.

Alexey Bobrov was born in 1968 in the city of Sverdlovsk. In 1993, he graduated in jurisprudence from the Sverdlovsk Legal Institute. In 1997-1999, he was the CEO of YurKon Consulting and Legal Firm. In 1999 he joined OAO "Tyumenenergo", where he worked as First Deputy General Director in 2000-2003. In 2003, he was appointed General Director of OAO "Urals Energy Management Company" which operates OAO "Tyumenenergo", and OAO "Kurganenergo".
