North-West Telecom

January 18, 2007

North-West Telecom extended deadline for supplementary tariff plan agreements till January 31, 2007

Considering the large scale of changes going on in the system of payments for local communication services and the number of NWT subscribers who may select their payment system from February 1, 2007 (nearly 4 million in the North-Western Federal District)*, and with regard to special factors such as the holidays, mail delivery time, and human factor (“leave everything till the last day”), North-West Telecom decided to extend the deadline of reception of additional agreements from customers in the North-Western Federal District till January 31, 2007.

For its clients’ comfort, implementing the pre-scheduled actions related to switchover to a new system of local telephone services charging from February 1, 2007, North-West Telecom mailed the supplementary agreements and information on the new tariffs, dates, selection procedure to its subscribers in December. The company has set up over 800 additional points of reception of filled-in agreements, of which 330 in St. Petersburg and about 500 in the NWFD regions.

The additional points of agreement reception have been opened at frequented and guarded  places such as post offices, divisions of banks (Savings Bank etc.), at NWT exchanges etc. Special (closed and slotted) boxes marked “For Supplementary Agreements” are installed at the reception points, in which you drop one copy of the agreement, filled-in and signed by the subscriber.

You may bring a filled-in supplementary agreement to any of the NWT Client Service Centers, where special agreement collection boxes are also installed. In addition, at these Centers users may personally fill in a supplementary agreement form and consult a specialist.

As of this day, about 20% of the total number of users who are technically able to use time-rate metering of local connection costs have signed supplementary agreements.

You may get information on new local communication rates, and in particular on new agreement reception points on NWT’s website www.nwtelecom.ru and on the Company subsidiaries’ Internet sites, or using the telephones of NWT subsidiary directory/inquiry services.

--------------------------------------------------------------------

*The subscribers who prefer to change their local communication service payment system from February 1, 2007, i.e. to switch from the subscriber system to the time-rate system or to select a combined tariff plan, should sign, and return to NWT, a supplementary agreement to their Communication Services Contract.

A supplementary agreement need not be arranged if the no limit tariff plan is selected.

You may change your tariff plan as many times as you wish, but not exceeding once in a month (from February 1, 2007 this will be a paid service).
