Uralkali

January 23, 2004

In his capacity as the president of the company Maxim Shirokov will work on increasing the capitalization of Uralkali

The Board of Directors of OAO Uralkali has decided to change the organizational structure of the company. From February 1, 2004, the Company will have a president, the post to be occupied by Maxim Shirokov, who formerly worked as the general director of Uralkali. He will be replaced as the general director by Maxim Bakshinsky, formerly the executive director of the Company.

The Board of Directors have formulated the strategic tasks of Uralkali: raising the capitalization of the Company and accessing international financial markets. These tasks will be addressed by the president of Uralkali, Maxim Shirkov, who will also coordinate the interaction of all structures concerned with the marketing of the company's products: the Baltic Bulker Terminal, foreign representative offices, trader firms.

Over several years Uralkali has been paying an increasingly great attention to independent operation on the world market. Several stages have already been passed towards achievement of this goal: first, operation in the International Potassium company (MKK), then, the sale of products through Canadian trader Canpotex. Since June 1, 2003, Uralkali has been building its own sales and logistics system and Maxim Shirokov was in charge of this work. The work without intermediaries has quickly produced good results. In the presence of competition with producers which have long been recognized in the world and have firm ties with consumers it took Uralkali only half a year to increase its presence on the traditional markets and begin to access new ones.

Commenting on the decision to change the organizational structure of the Company Dimitry Rybolovlev, Chairman of the Board of Directors of Uralkali, said: "Our aim is to win the leading positions in the production and sale of the products. New production capacities will be built in the coming years to attain this aim. All this requires large investments. Maxim Shirokov will be concerned with the attraction of such investments on the world financial markets and with foreign representation of Uralkali. He is well familiar with this work. Just as logical is the appointment of Maxim Bakshinsky as general director. He will exercise day-to-day management of Uralkali. For the past five months he worked as executive director and headed all production divisions: from procurement of raw materials and accessories to the choice of ways and means for the transpiration of products to consumers. Actually, he was the second highest executive in Uralkali. Both Shirokov and Bakshinsky are top managers from one team. I think that the new organizational structure will allow them to achieve even greater results."
