Non-payments for electricity can lead to deterioration of investment climat in the Uluanovsk region

Indebtedness of power consumers to Ulyanovsk Distribution Grids, a branch of IDGC of Volga, PJSC (a member of Rosseti Group of Companies), for provided power supply services continues to grow. Total indebtedness amount is growing mainly for account of receivables of Ulyanovskenergo, JSC, the amount of which reached 500 million rubles. Ulyanovskenergo acts as the Last Resort Supplier in the Ulyanovsk region. Main way to deal with the situation is debt collection through the court. Nevertheless, a long period of time will elapse from the moment of filing a lawsuit to handing an order of enforcement to the defendant. Some debtors take advantage of such situation. They fill counterclaims, fail to act up to their promises given during the negotiations, violate debt repayment schedules, i.e. try to delay or avoid payments at all using any possible efforts. Delayed payments deprive the power grid company of resources necessary for improvement of energy efficiency and ensuring reliable power supply to the region. In 2009-2014, Ulyanovsk Distribution Grids, a branch of IDGC of Volga, PJSC, developed and implemented a mid-term investment program aimed at phased power equipment modernization. As part of the program, power engineers conducted large-scale modernization of Centralnaya, Avtozapchast, Cherdakly, Sviyaga, and Isheevka substations. Eight 110 kV overhead power lines and more than thirty 10-0.4 kV overhead power lines were modernized. Three new 10/0.4 kV overhead power lines were built for connection of new consumers to the grid (families with many children). As part of the energy efficiency and energy saving program, more than 15,000 power meters were installed helping to reduce losses of power resources. All these actions require significant financial investments. For further implementation of investment projects and support of operability of the complex power grid system, the branch of IDGC of Volga, PJSC needs considerable funds. However, violation of payment discipline by counter-parties complicates not only investments attraction but also performance of scheduled work. As a socially responsible company, IDGC of Volga, PJSC, diligently discharges its obligations to the region despite of the need to attract credit financing due to non-payments from counter-parties. Similar responsibility is required from Ulyanovskenergo, JSC, being a last resort power supplier for the Ulyanovsk region. Nevertheless, despite its status, Ulyanovskenergo continues to ignore the interests of the entire region, increasing its debt. If such a tendency preserves, the amount of debt of the retail supplier can reach a unique mark, 1 milliard rubles, in just two months.
