Power supply for consumers of the Samara region is at risk due to debts to Samara distribution grids

Debts to Samara Distribution Grids, a branch of IDGC of Volga, PJSC (a member of Rosseti Group) may become one of the factors undermining the economic stability of the region and putting at risk the reliability of power supply for consumers. Currently, the total debt of contracting parties for electricity transmission services is about 900 million rubles.

The Samara region is one of a few Russian regions where suppliers of last resort perform their contractual obligation in full and in timely manner. However, this is not the case with local grid operators (LGO). Many of these companies act as an intermediary entity between the main power center and end consumers, though such intermediaries have no own power supply network facilities and bear no responsibility for maintenance of leased equipment they operate. Lots of LGOs do not make timely payments for provided services, so power engineers of Samara Distribution Grids have to resort to legal actions at court and collect debts against orders of enforcement. Grid operators that accumulate debts and then go bankrupt or liquidation continue to be a matter of special concern for power engineers. Customers of the above operators include socially significant facilities, the Krytye Kluchi residential district (defaulting grid operator — Solli-Energo, LLC), the children's holiday camp namded after Tziolkovskiy (defaulting grid operator — Setevaya Kompaniya, LLC), base stations of MTS, JSC and Vympel-Com, JSC in Syzran, Ros-Lada, LLC — an official dealer (1st Category) of Avtovaz, JSC for Syzran and the Syzran region, ands small business (a defaulting grid operator — Production Company Avtokomponent Syzran, JSC); and a number of regional industrial enterprises.

Grid operators — consumers of electricity transmission services who fail to make payments for consumer electricity — cause serious problems for the power complex of the Samara region. Due to lack of financial resources, implementation of programs aimed at the development of the regional power grid complex, reliability of power supply for consumers and safe operation during the 2016-2017 autumn and winter season are at risk.
