Oboronenetrgosbyt, JSC is a last resort provider of electricity for the needs of the Ministry of Defense of Russia, in particular, in the territory of the Saratov region. Still, this company fails to perform one of its obligations — timely payments for electricity transmission services.

From March 2015 till October 2016, persistent failures of Oboronenetrgosbyt, JSC to make payments for services of Saratov branch of the power grid operator resulted in accumulated debt amounting to 221.9 million rubles.

Oboronenetrgosbyt, JSC neglects repeated payment requests from grid operators. At the moment, the claims management work is the only way to collect debt. Such activities are actively pursued by specialists of IDGC of Volga, PJSC; however, it its a time consuming process, with at least a half-year period from the moment of making a payment claim until collection of all amounts due. Non-payment defaults for such a long period significantly hamper activities of the power grid operator related both to preparation for the autumn and winter operations and to failure-free performance during these seasons.

Taking advantage of the fact that the facilities of the Ministry of Defense are classified as consumers of electric power (capacity) in relation to which no restrictions on the power supply can be imposed (or such imposition is very unlikely), Oboronenetrgosbyt, JSC is able to violate its obligations to pay for electricity transmission services with impunity.
