Perm.November 9^th, 2006. Stations of TGC-9 on Perm Territory are ready for the reliable energy supply of consumers in autumn-winter period. Productive direction of Perm Territory received the Certificate of readiness for winter.

During a month the expert commission, consisting of technical specialists of TGC-9, Rostechenergo, Ministry of emergency situations and civil defence, Uralenergotechnadzor examined the company branches in the region.

For the successful going through the examination in the branches of TGC-9 they have carried out the training of the staff, antiemergency and antifire trainings, formed the store of the reserve fuel, executed the planned repair of the principal and auxiliary equipment.

Within the limits of preparation for the autumn-winter period they have finished the planned major repair of all energy and hot-water boilers, repaired turbosets at Bereznikovskaya HPP-2, Zakamskaya HPP-5, Chaikovskaya HPP-18, Permskaya HPP-9, Permskaya HPP-6, hydrogenerator at Shirokovskaya HPP. The total sum of money that has been given this year for the repairing campaign of TGC-9 on Perm Territory, is 834,7 million RUR.

According to the results of the complex examination the Productive direction of TGC-9 of Perm Territory confirmed the complete readiness of the equipment and the staff for the regular work in winter period.

That was declared today at the united press-conference by the heads of energy companies of holding RAO “UES of Russia” that work on Perm Territory.

Preparation of energy companies for work in the coming autumn-winter period this year was carried out under the conditions of serious growth of energy consumption. Today the problem of shortage of electric energy is really acute in many Russian regions. They have introduced a new notion – regions with peak loads (RPL). They are regions with the increased probability of occurrence of energy shortage. Today this list includes 16 subjects of RF, including Perm Territory.

Nowadays the installed capacity of electric power stations of Prikamye exceeds maximal consumption in the region. But in separate units of the regional energy system – Permsko-Zakamsky and Bereznikovsko – Solikamsky, where because of the economy growth there is a keen demand for electric energy. There there is already a problem of energy shortage.

The reason of growth of energy consumption consists in the fact that market economy develops with much higher rates than the undereformed power engineering. RAO “UES of Russia” warned about the threat of shortage seven years ago. If key decisions of reforming of power industry were made 2-3 years ago, the problem would not become so acute today. Nevertheless, powermen do not have the right to infringe the interests of consumers. The task is to minimize the arising risks and not to allow failures of energy supply. That’s why regional energy companies do their best to go through the autumn-winter period of 2006-2007.

Stations of TGC-9 on Perm Territory are ready for the reliable energy supply of consumers in autumn-winter period.

The repairing campaign of 2006 is coming to an end. The total sum of money that has been given this year for the repairing campaign of TGC-9 on Perm Territory, is 834,7 million RUR.

They have already finished the planned capital repair of all energy and hot-water boilers, repaired generating units at Bereznikovskaya HPP-2, Zakamskaya HPP-5, Chaykovskaya HPP-18, Permskaya HPP-9 and Permskaya HPP-6, the hydrogenerator at Shirokovskaya HPS. Now TGC-9 has approved the schedules of repair of the primary equipment for 2007, they are finishing programs of technical reequipment and reconstruction of equipment of electric stations and heat networks.

Within the limits of preparation of stations for work in autumn-winter period of 2006-2007 TGC-9 has made the necessary store of reserve fuel. It is made at every HPP for providing of reliable energy supply in the cold season of the year. At the end of October the stores of reserve fuel in TGC-9 exceed the given standards. In the company as a whole, the stores of fuel are 627,1 thousand tons of coal and 141,3 thousand tons of black oil. At the stations of Perm Territory they have formed the store of coal of 125,3 thousand tons that is on 20,3 thousand tons more than the planned capacity, black oil – 53,9 thousand tons, that is on 3,9 thousand tons above the standards. Energy enterprises will change for using of the reserve fuel, in case of introduction of limitations on the principal fuel under the conditions of low temperatures.

They have carried out arrangements of improving of labour safety. In the company branches they have carried out the training of the staff, instruction of labour safety and fire safety, checking antiemergency and antifire trainings.

All branches of the company on Perm Territory were given the certificates of readiness for work in autumn-winter period of 2006-2007.

Also to provide the growing demand for energy TGC-9 develops its generating powers. In December 2005 they set in operation a new turboset at Bereznikovskaya HPP-2, in March 2006 – at Zakamskaya HPP-5, in November they plan the ceremonial launching of a new turboset at Chaikovskaya HPP-18, that will increase the operating capacity of the station on 100 megawatt.

Regional electric network company “Permenergo” according to the annual program of major repair of lines and equipment repaired more than 1100 km of HL-35/110 kilovolt, among them are HL “HPP-6-HPP-9” in Perm, “Titan-HPP-2” and “Titan-Solikamsk” in Berezniki, HL 110 kilovolt – “Osa – Barda” in the south of Perm Territory.

They have repaired substations “Silvinit”, “Zarechye”, “Overyata”, “Perm”, “Krohalevka”, “Lisva” and many others. In the distribution networks 0,4-10 kilovolt they have repaired nearly 2000 km of lines, 900 TP and RP.

The total sum of money that has been given by “Permenergo” for repair of the equipment, buildings and technological constructions was 360 million RUR.

In all branches of “Permenergo” along with the traditional work on preparation of the equipment for operation in winter period they take additional measures of providing of reliability of its work. In particular, at all PTL that are subjected to formation of glaze on the lines that experience the wind pressure and current overload, they have inspected the bearings, units of anchoring of strings, measured the size of deflection of lines and lightning cables. On the lines that served during more than 20 years, bolting is changed for welded connection; copper and aluminum wires – for steel-aluminum wires; porcelain insulators – for polymer insulators. At the substations and TP they check the technical condition of transformers, especially those that work with overload in winter. Within the limits of preparation for winter the company “Permenergo” discovered the most problem, from the point of view of reliability of energy supply, objects of life-support. According to the results of the analysis the biggest concern cause departmental and municipal objects of heat and water supply. Many of them do not have, as it should be, the reserve power sources. It means that they are the most vulnerable, from the point of view of reliability, especially in winter period. In spite of the fact that these objects are not on the balance of “Permenergo” and often they are not even supplied from its networks, regional electric network company is not an outside observer in this situation. They sent letters to the administrations of cities and districts with indication of these problem objects and with the suggestion to take measures on increase of reliability of their power supply. Besides, according to the initiative of “Permenergo” they have activated work on concluding agreements of the industrial cooperation of the staff of a network company “Permenergo” and the staff of enterprises that possess these objects. In these agreements they write down a clear procedure of co-operation at occurrence of worst-case situations.

Votkinskaya HPS and Kamskaya HPS were the first of the hydroelectric power stations that belong to “HydroOGC”, which received the certificates of readiness for work in the conditions of autumn-winter period of 2006/2007. Passports were received thereafter on October 11^th and October 20^th. At the enterprises they have promptly and qualitatively carried out the complex of measures for increase of reliability of work of the equipment and staff. They have inspected all buildings and constructions of HPS with drawing up reports, carried out the prechecks and measurements on the electrical equipment, preventive testing of electrical installations. They have checked the devices of relay protection, automatics, excitation systems, control equipment of hydraulic structures. They have overhauled and repaired the heating systems, systems of hot and cold water supply, ventilation and drainage, warm the necessary rooms. Such measurements are necessary to prevent any special situations, they serve as preventive measures of elimination of discovered defects and moderate their possible consequences.

Permskaya HPP that belongs to OGC-1, has also received the certificate of readiness for winter. At the station they have fulfilled the main and additional conditions of readiness for work in autumn-winter period. The store of the reserve fuel – the reduced fuel oil for boilers of the heating and industrial boiler house of Permskaya HPP – is 8 thousand tons, that meets the task of RAO “UES of Russia”. The electric power station does not have any limitations of power on production of electric and heat electric energy.

The largest electric power station in the north of Perm Territory - Yaivinskaya HPP of OGC-4 is ready for the reliable bearing of maximal loads in the coming winter period.

It is the result of a big work that was done by the collective of the station during the summer repairing campaign. For preparation of Yaivinskaya HPP for the coming winter they gave 264 million RUR, that is a third more than last year. During repairs they solved the problems of increase of reliability of the equipment, improvement of ecological characteristics and cost efficiency of work of the station. They have made the necessary repair of the equipment of all four power generating units. If you want to imagine the capacity of works, it is enough to give only one example: during the major repair of power generating unit No. 3 for the replacement of the part of heating surfaces of the boiler they needed 550 tons of pipes of different diameter.

Before the coming heating season at Yaivinskaya HPP they formed the stores of the reserve fuel that are necessary for regular work of the station during the whole winter period. Now in the warehouse of HPP there is 195 thousand tons of coal – it is on 50% over the planned task.

According to the initiative of RAO “UES of Russia” for steady passing of the autumn-winter period with the purpose of coordination of efforts of powermen, regional and local authority, Ministry of emergency situations, Rostechnadzor they will establish regional Headquarters of providing of security of power supply.

Growth of energy shortage in separate energy units of load – in Permsko-Zakamsky unit and Bereznikovsko-Solikamsky unit – does not exclude possibility of introduction in the coming winterlocal limitations of consumers. The regime of energy saving was already introduced in September for several industrial enterprises of Permsko-Zakamsky unit, when the period of the sharp temperature pulldown coincided with the planned repair of some generating objects and also with shallow rivers.

Temporal limitations of industrial objects in peak hours of load are provided as an extreme measure that will be used with the purpose of prevention of disfunction of power supply of a considerable number of consumers, first of all, residential area, medical institutions, systems of life-support of the region.

The possibility of introduction of limitations is provided by the provisions of contracts between powermen and consumers.

Probable limitations won’t touch people, social objects and objects of vital activity.

The problem of appearing energy shortage puts a sharp question of attracting investment it the branch. Today the Program of activities of RAO “UES of Russia” on attracting investment for elimination of the shortage of electric energy in the country was approved by the President of RF and the Government of RF.

With the purpose of providing the reliable energy supply of consumers of regions of peak loads RAO “UES of Russia” initiated the working of five-year territorial Programs of providing of reliability and development of energy systems. Appropriate agreements have been already signed with the governments of Moscow and St. Petersburg, administrations of Tyumen Region, Hanty-Mansiysky autonomous district – Yugra, Yamalo-Nenetsky autonomous district.

In the nearest future holding RAO “UES of Russia” intends to sign similar documents with the heads of some other regions, Perm Territory is also among them.

Realization of investment projects will provide the development of the energy branch, allow to provide the growing demand for energy, increase the reliability of energy system, give a power pulse to the development of the region.

In the plans of TGC-9 is construction of Novo-Bereznikovskaya HPP (the planned power of the station is 240 megawatt, the end of construction is 2009), the fundamental reconstruction of Permskaya HPP-9 (introduction of 150 megawatt of electric power, term of realization – 2007), reconstruction of Permskaya HPP-13 and HPP-14. Investment on the enumerated projects will be more than 21 billion RUR. TGC-9 is also working out the investment projects of reconstruction of Permskaya HPP-9, HPP-13 and HPP-14, Kizelovskaya HPP-3.

In the plans of “Permenergo” for 2006-2015 is attraction into the development of power network economy of Perm Territory of more than 14 billion RUR. With the help of these money only in Permsko-Zakamsky unit they plan to construct and reconstruct 30 substations, 228 transformer and distribution centers, 1611 km of overhead and cable transmission lines. In Bereznikovsko-Solikamsky unit they plan the construction and reconstruction of 8 substations, 60 transformer and distribution centers, 150 km of overhead and cable transmission lines.

The considerable work content will be executed in the other “points of increase” of Perm Territory.

Within the limits of the investment program of OGC-1 at Permskaya HPP by the end of 2010 they plan to finish the construction of power generating unit No.4 on the basis of the combined-cycle plant of 800 megawatt. The cost of the project is more than 12 billion RUR. In 2005 the project went through all stages of co-ordination according to the working Order of RAO “UES of Russia” and is a priority-driven one, it was supported by the administration of Perm Territory. The technical project of the second turn of Permskaya HPP provides the possibility of installation in the existing cell of two combined-cycle power generating units with the total power of 1600 megawatt.

For 2008-2012 they plan the construction of new power generating units at Yaivinskaya HPP – they consider the opportunity of installation of two combined-cycle plants with the power of 400 megawatt. The cost of the project of reconstruction of Yaivinskaya HPP is estimated approximately in 29 billion RUR.

At Votkinskaya and Kamskaya HPS they carry out the programs of technical reequipment and reconstruction (TRandR), repair of the primary equipment and auxiliary equipment. The program of TRandR is aimed at the complete replacement of the worn-out equipment for the modernized equipment that meets the last achievements of the technological progress and conditions of the stations. The program is oriented on the further introduction of automation of the process of technological and industrial management. The program is timed to 2020.

At Kamskaya HPS in the nearest future they will finish works on changing of the aerial switches ORU 110/220 kilovolt for SF6 circuit-breakers, they carry out works at GA 20 and GA 14 with the complete changing of the turbine, runner chamber and other kinds of works. For the last period of 2006 Kamskaya HPS spent more than 160 million RUR on execution of programs of TRandR and repairs.

Sources of investment for the development of power engineering of the region are public funds from the federal budget (for HydroOGC), profit of companies, borrowed current assets, charge for the technological connection with the networks (for network companies), funds from the emissions of additional stocks.

OGC-4 and TGC-9 are among the “pilot” companies for carrying out the emissions of the additonal stocks.

The main aim of the measurements on attracting investment is to make power industry the branch that provides the background of the strong growth.
