With a view of optimization of purchasing TGC-9 set up the Register of unfair contractors. Suppliers and contractors, who fulfil their duties in bad faith, are included into the Register and it is the reason for denial of such participants from the further participation in purchasing.

The reason for entering in the Register can be: refuse of the Winner of purchasing regulated procedure from concluding a contract, break of terms of fulfilment of obligations of a contractor on the contract, supply of low-grade goods, low-grade exectuion of works, rendering of services.

Organization of purchasing of TGC-9 is aimed at increase of clarity of outlay of money, improvement of managing ability of financial flows.
