RAO "UES of Russia": Tyva authorities responsible for failure of preparations for heating season

Moscow. 15 November 2004. The inability by the authorities of the Republic of Tyva to ensure payments for the electricity and heat puts the heating season preparations in jeopardy. The debts owed by customers to OAO "Tyvaenergo" are in excess of RUB429 million, as a results of which the energy company does not have sufficient funds to pay for fuel.

The coal supplies to Kyzylskaya CHPP have been suspended. In this connection the power plant will operate in the emergency mode with effect from 16:00 hours 16 November 2004. Only one boiler unit will remain running. Water circulation in the heating networks will be maintained at a minimum level.

RAO "UES of Russia" has repeatedly pointed to Tyva's unpreparedness for the heating season and the debts owed by the state-financed organizations for the electricity and heat consumed for them. The principal debtors are the Kyzyl City Administration and the housing and public utilities. In November 2004, the payments amounted to RUB15.6 million, which makes 20% of the cost of consumed electricity and heat.

As a result of systematic non-performance by the state-financed consumers of their obligations to pay for the energy, OAO "Tyvaenergo" is unable to timely pay fuel suppliers, which puts the heating season in the Republic in jeopardy. Currently, the debts owed by the energy company to OAO Kaa-Khemsky Open-pit Coal Mine total RUB60 million. That is the reason why the coal mine's management has refused to supply coal without payment. As at 15 November 2004, the coal inventories available at the Kyzylskaya CHPP amount to 3,100 tonnes, with the daily consumption standing at 680-720 tonnes. Currently, no coal is supplied to the power plant.

OAO "Tyvaenergo" has repeatedly requested the authorities of the Republic of Tyva and Kyzyl City Administration to pay the debts owed by the Republic's state financed entities. However, the local authorities have not made any attempts to resolve the non-payments problem. RAO "UES of Russia" lays the responsibility for the failure of the heating season preparations in the area with the authorities of the Republic of Tyva.
