Victor I. Plyachenko has been appointed the Regional director of the branch Electrosvyaz of Pskov Oblast starting from 1st November 2004.   

V.I. Plyachenko was born in 1958 in the town of Inta, the Komi Autonomous Soviet Socialist Republic. In 1984 he graduated from the Northwestern Extra-Mural Polytechnic Institute, specializing in radio engineering. Since 1985 he has been in managing positions at communication enterprises of the Republic of Komi. Until recently V.I. Plyachenko held the position of the First Deputy Regional Director of the branch Svyaz of the Republic of Komi of OJSC North-West Telecom.    

In 1998 V.I. Plyachenko was given the “Master of Communication” title.  Victor Ivanovich is the winner of the All-Russia “Engineer of the Year” Competition of the year 2002 in the Radio Engineering, Electronics and Communication nomination.
