On Alexey Miller and Alexander Zhilkin’s working meeting

The city of Astrakhan hosted today a working meeting between Alexey Miller, Gazprom’s Management Committee Chairman and Alexander Zhilkin, Acting Governor of the Astrakhan Region.

The meeting addressed the implementation of a Cooperation Agreement between Gazprom and the Astrakhan Region, focusing on Gazprom’s business plans for the region in 2005. In particular, the parties pondered on Gazprom’s investments into the Astrakhan’s Region’s gas supply infrastructure and on projected tax revenues into the Regional and local budgets in the forthcoming year.

The parties agreed that Gazprom would earmark some RUR 96 million in its 2006 draft investment program to complete the construction of local gas pipelines in the Astrakhan Region.

At the same time, the participants underscored that, under preliminary calculations, the Astrakhan’s regional and local budgets would receive from Gazprom over RUR 2 billion in tax payments.

The Regional autorities took, in their turn, a commitment to fully pay off current gas deliveries to budget-financed companies and the residential sector as well as to clear the arrears of municipalities and Astrakhanenergo for the gas supplied. At the same time, in drafting the Regional budget for 2005, the Astrakhan’s authorities would allocate funds to offset gas subsidies to privileged customers.

Astrakhanregiongaz was resolved to become the parent gas distribution company in the region, with an integrated gas distribution network to be formed and a common gas transmission tariff to be set before 1 June 2005.

Simultaneously, the parties debated issues related to Astrakhangazprom’s involvement in implementing the Program on re-settlement of Regional residents from the Sanitary and Protection Zone of the Astrakhan Gas Complex. Astrakhangazprom was pointed out to be already performing said work ahead of the timetable.

Gazprom and the Astrakhan Region entered into a 5-year Cooperation Agreement in November 2000, ratifying the Program on expansion of gas deliveries to the Astrakhan Region in February 2002.

Last year, Gazprom provided Regional customers with more than 1.8 bcm of gas and roughly the same amount is targeted for 2004. Until now, gas has been supplied to the Region in above-the-target volumes.

The gas supply infrastructure of the Astrakhan Region is developed at 68.5% of maximum gas demand, including 81.8%, in cities, towns and urban settlements and 40.9%, in rural area (The same Russia-averaged parameters account for 52.7%, 60.2% and 33.1%, respectively). In 2004, under the Program on expansion of gas deliveries to the RF regions, Gazprom allotted over RUR 88.4 million to build gas supply facilities in the Region.

Gas deliveries to Regional consumers in 2004 have been paid for at 76.4%.

Financed by Astrakhangazprom as well as from the federal, regional and local budgets, the Program on phase-by-phase housing construction for the resettlement of people from the Sanitary and Protection Zone of the Astrakhan Gas Complex is scheduled to be finalized in 2006.

Astrakhangazprom annually over-fulfilles plans intended to construct new housing for families removed from the Sanitary and Protection Zone. 119.6 thousand m? of living quarters (against the 102-thousand-m? target) worth over 1.1 billion are projected to accomodate new inhabitants between 2001 and 2004. Astrakhangazprom’s commitments to re-settle residents of the Sanitary and Protection Zone of the Astrakhan Gas Complex are due to be fulfilled in 2005.
