Interdepartmental Commission accepts the new hardware and software complex of Rostov RDA

Moscow. 22 October 2004. The Interdepartmental Commission* has put into operation the new hardware and software system at the Rostov Regional Dispatch Administration (RDA).

The installation of the new control equipment became necessary because of the wear and tear of the existing facilities. The project was financed with own funds of the Rostov RDA in the amount of RUB20 million allocated under the Company's investment programme.

The new system consists of the receive/transmit remote control system, an operational and information system, systems for displaying collectively shared information, and a digital telecommunication system for dispatching.

According to the Rostov RDA Director Vladimir Myasnikov, the operational information system put into service is a powerful systemic and technological platform for solving various application tasks, and creating information systems for various energy enterprises. Unification of equipment, documentation and information services are very beneficial for RDA operations, creating a possibility for centralized supplies, repairs, and spares procurement.

This project is part of the large-scale programme of OAO "UES SO-CDA" to re-equip the production facilities of the Regional Dispatch Authorities. Within the framework of this programme, pilot projects will be implemented this year to install new software-hardware systems in the Nizhny Novgorod, Omsk, Tula, and Chelyabinsk RDAs. This year, new, state-of-the-art systems have been put into operation in the Altay and North-Caucasus RDAs.

 

* The Interdepartmental Commission was formed pursuant to the order of the Chairman of the Management Board of OAO "UES SO-CDA" Boris Ayuyev of 12 October 2004 for the purpose of carrying out comprehensive testing and commissioning of the software-hardware system of the Rostov RDA. The Commission consists of representatives of RAO "UES of Russia", OAO "UES SO-CDA", OAO "Main Computation Center of Energy Industry", OAO "UES FGC", OAO "Rostovenergo", etc.

OAO "UES System Operator-Central Dispatch Administration" ("UES SO-CDA") is a wholly owned subsidiary of RAO "UES of Russia". The Company was registered on 17 June 2002 within the framework of the reform of Russia's electricity industry in order to ensure reliable operation and development of the Unified Energy System of the Russian Federation. On 21 July 2002, the functions of dispatch control of OAO "CDA of UES of Russia" were transferred to OAO "UES SO-CDA". On 1 September 2002, the operational and dispatch functions were transferred from seven IDAs that are branches of RAO "UES of Russia" to the newly established IDAs that are branches of OAO "UES SO-CDA". Between 15 October 2002 and 1 April 2004, Regional Dispatch Administrations (RDAs)—branches of OAO "UES SO-CDA"—were formed in practically all energy systems and assumed the functions of operational dispatching in their respective areas.
