Chuvash debtors pursue their policy of non-payment for power transmission services

The situation with nonpayments of the Provider of Last Resort, Chuvash Power Sales Company, JSC, for power transmission services delivered by IDGC of Volga, PJSC in March 2017 remains challenging. The undisputable overdue debt as of April 01, 2017 amounted to 806 M rubles. This April, other payment obligations for services delivered in March 2017 in the amount of 311 M rubles were added to the above undisputed overdue debt. However, the Provider of Last Resort paid just 105 M rubles to IDGC of Volga, PJSC on April 27, 2016. An additional amount of 163 M rubles will be settled through mutual offset.
Thus, the undisputed overdue debt of the Provider of Last Resort as of May 01, 2017 totals 849 M rubles.
Chuvash Power Sales Company, JSC is not responsible for smooth operation, repair and upgrading of power grid facilities. Key functions of power sales company include collection and transfer of payments made by power consumers. Nevertheless, Chuvash Power Sales Company fails to do its job. In addition to multiple benefits, the status of the Provider of Last Resort assigned to a power sales company implies a high level of responsibility. While willingly reaping benefits, Chuvash Power Sales Company, JSC is obviously not about to be accountable to its consumers and electric grid companies.
In addition to the Provider of Last Resort, other debtors of IDGC of Volga, PJSC include Communal Technologies, LLC (5.2 M rubles for the period starting January 2017), Elektrotekhmontazhlaboratoriya plyus, LLC (3.9 M rubles for the period starting January 2017), Energoaktiv, LLC (0.2 M rubles for March 2017).
 Total debt of contracting parties of IDGC of Volga, PJSC for power transmission services amounts to 858.3 M rubles. According to the tariff model, the majority of local grid companies (LGCs) of the region receive their remuneration for power transmission services paid by consumers through the agency of IDGC of Volga, PJSC. The interregional company is not able to and does not have to use its own funds to pay for LGC services. Therefore, the above non-payments have an adverse effect both on IDGC of Volga PJSC and LGCs thus compromising the entire power grid infrastructure of the region.
