Unified Energy System

October 19, 2004

RAO UES delegation headed by Anatoly Chubais flies to Baku

Moscow. 19 October 2004. On 19 October 2004 the delegation of RAO "UES of Russia" headed by the Chairman of the Company's Management Board Anatoly Chubais flies to Baku, Republic of Azerbaijan. The delegation will take part in the 26th meeting of the CIS Electric Power Council (CIS EPC)*. Anatoly Chubais has been President of CIS EPC since 2000.

The items of business to be considered by Council include matters relating to further development of cooperation among the energy systems in the CIS countries. In particular, the Meeting will discuss the preparation of the CIS energy systems for the 2004/2005 autumn-winter period and consider the state of affairs in Azerbaijan's electricity industry. Further, the Meeting will discuss the drafting of regulatory documents for ensuring parallel operation of the energy systems in the CIS countries, and the results achieved by the Commission for Operational and Technical Coordination of Joint Operation of Energy Systems in the countries of the CIS and the Baltic republics. Finally, the participants will approve an action plan of the CIS Electric Power Council for year 2005 and elect a new President and Vice President of the CIS EPC.

* CIS Electric Power Council (CIS EPC) was established pursuant to the Agreement on coordination of interstate relations in the field of electric power industry of the Commonwealth of Independent States, which was signed by the Heads of the Governments of the CIS countries on 14 February 1992. The primary objective of CIS EPC is to coordinate the efforts to ensure stable and reliable energy supply to industries and households of the Member States as a result of enhanced efficiency of the interconnected electricity systems. The CIS Electric Power Council consists of the CEOs of electricity companies representing the CIS Member States: Republic of Azerbaijan, Republic of Armenia, Republic of Belarus, Republic of Georgia, Republic of Kazakhstan, Republic of Moldova, Russian Federation, Republic of Tajikistan, Republic of Turkmenistan, Republic of Uzbekistan, and Ukraine.

** Parallel operation of the energy systems implies their synchronization in frequency in the alternating current networks, which facilitates power flows via the cross-system or cross-border HV transmission lines. Parallel or synchronous operation of energy systems enhances reliability of electric power facilities. This is best seen during the periods of autumn-winter peak and in emergencies.
