Today at the meeting of the office under the chairmanship of Mr. Yu.P. Voloshin, the Deputy Chairman of the Cabinet of Ministers of the Republic of Chuvashia, Minister for Industry and Power Engineering, the issues of readiness of the enterprises of the fuel and energy complex for operation during the autumn and winter period 2009-2010 were considered. Representatives of a number of enterprises and power companies of the Republic, including Mr. Dmitry Ivanov, the Deputy Director General of “IDGC of Volga”, JSC, the Director of “Chuvashenergo” participated in the meeting. He reported on the process of preparation of “Chuvashenergo” for operation during the forthcoming autumn and winter period. Mr. D.G. Ivanov noted that all activities related to the preparation for the autumn and winter period will be carried out within the set time. At present, 30 activities out of 48 have been carried out. The deadline for the rest activities is 01.10.2009. The repair of the equipment is made also according to the approved schedule. The precheck of the readiness of the production departments of “Chuvashenergo” for the autumn and winter period, which was performed on 11.09.2009, showed that the branch is completely equipped with the emergency material stock; the staff is provided with winter special clothes; motor vehicles and vehicles for special purposes are ready for the autumn and winter period; schedules of breakdown limitations have been developed and approved by all the interested persons; a required staff training in low-temperature operations is held. “The town substations and basic power supply centres are ready for the autumn and winter period 2009/2010. At present, the main examination of the readiness for the autumn and winter period 2009/2010 is being performed with the participation of representatives of the Ministry for Emergency Cases, Regional Dispatching Office and Rostekhnadzor (Russian Federal Service for Environmental, Technological and Nuclear Supervision). The completion of the examination is scheduled for 02.10.2009”, said Mr. Dmitry Ivanov. Mr. Dmitry Ivanov continued his report with the issue of meeting the requirements to adjustment of frequency load shedding devices by the enterprises of the Republic of Chuvashia. Taking into account that some frequency load shedding devices are installed in electric power equipment of the enterprises of the Republic of Chuvashia, letters with the request to check and adjust the frequency load shedding devices have been sent to the enterprises. Only five enterprises out of 11 performed the work within the set time, four enterprises concluded Contracts for performing of this work. Two enterprises “Gazprom transgaz Nizhniy Novgorod” Ltd. and “Khimprom” JSC have not performed the work. It is necessary to understand that such attitude to the problem on the part of some top managers can cause serious consequences for operation of all the power grid, as well as deactivating the system. All the participants of the meeting took the information given by Mr. Dmitry Ivanov, the Deputy Director General of “IDGC of Volga”, JSC, Director of “Chuvashenergo”, into consideration and heads of the above-mentioned enterprises were obliged to perform the adjustment of the frequency load shedding devices within one week and inform “Chuvashenergo”. Moreover, the members of the office took the decision to conduct a joint training in elimination of emergency situations with a thread of electric power supply breakdown in the Republic of Chuvashia during the last ten days of October.
