Calls made from fixed-line phones to mobiles to be charged to the calling party effective July 1

Effective July 1, 2006 all calls made from fixed lines to cellular subscribers having federal numbers fixed for corresponding territory, republic or region will be considered as inter-zonal calls and, consequently, will be chargeable.

On 19 June 2006 the Federal Tariff Service (FTS) set fixed-to-mobile tariffs to take effect after the introduction of the Calling Party Pays (CPP) principle, which is a worldwide practice. The amendment to Article 54 of the Federal Law “On Telecommunications”, canceling fees for incoming calls made to any telephone, will take effect on July 1, 2006 

In accordance with RF Government Resolution #310 dated May 18, 2005**, all calls made from fixed-line phones to cell phones with federal numbers fixed for respective territory, republic or region will be charged as inter-zonal calls. Public Joint –Stock Company "Southern Telecommunications Company"  ("UTK" PJSC) is a local voice and inter-zonal provider in the Southern Federal District.

From July UTK’s clients will receive general bills, in which, apart from local voice, the total value and the number of inter-zonal calls made from fixed-line phones to mobile users with federal phone numbers will be charged in the inter-zonal call section.

The Federal Tariff Service (FTS) established the following tariffs for UTK’s fixed-line subscribers (RUR per minute):

For subscribers of regional and republican centers price of calls to cellular subscribers having federal numbering of the corresponding region, makes 1.50 rubles per minute.

For other fixed-line subscribers the tariff is determined according to  tariff zones and distances:

For Krasnodar krai, Stavropol krai, Astrakhan, Volgograd and Rostov regions:
up to 100 km (tariff zone 1 ) – 2.00 rubles per minute;
from 101 to 600 km (tariff zone 2 ) – 4.00 rubles per minute

For Adygeia Republic, “Kabardino-Balkarian Republic, Kalmykia Republic, “Karachaevo-Cherkessian Republic, Severnaya Osetia - Alania Republic:
up to 100 km (tariff zone 1 ) – 1.60 rubles per minute;
from 101 to 600 km (tariff zone 2 ) – 3.20 rubles per minute

At the same time calls from fixed-line subscribers to cellular subscribers having direct (city) numbers will be charged  under existing local tariffs without changes.

The procedure whereby calls are paid by the calling party is practiced in most countries. The CPP principle allows every user to pay for his/her calls Meanwhile, there are three exceptions: if the call is made through a switch board operator at the expense of the called party, if the call is made to a toll-free hot line (Free Phone) or wireless users use mobile services in roaming mode.
