The 16th International Congress “Innovative Technologies for the Oil and Gas Industry, Energy and Communications” (CITOGIC 2006) was launched Tomsk

Today, the 16th International Congress “Innovative Technologies for the Oil and Gas Industry, Energy and Communications” (CITOGIC 2006) took place in Tomsk.

Alexander Ananenkov, Deputy Chairman of Gazprom Management Committee and the President of the Academy of technological sciences, gave a keynote speech at the session.

In his keynote address Alexander Ananenkov specified that Gazprom is a dynamically developing gas company playing the most important role for the Russian economy. Therefore, the company needs modern and effective technologies for production, transmission, processing and utilization of hydrocarbon usage.

The reporter underlined that Gazprom does not simply use modern technologies and equipment. “We define, create and develop technologies. In particular, Gazprom was one of the initiators to provide conversion of military-industrial complex aimed at developing the gas sector. Within the last 15 years Gazprom contracts play the most important role for many companies that launch this kind of products”, said Alexander Ananenkov.

The session specified that it is necessary to return to the usage of conversion technologies. The necessity to use these technologies is aimed at the Russian Energy Strategy for implementation of the largest oil and gas complex Eastern Russia.

Gazprom pointed to the topicality of adding 6 tcm of gas up to 2030 in Eastern Siberia and in the Far East with the help of all companies. However, it is necessary to have the whole complex of modern technologies providing geological prospecting and exploration works for onshore and the Far Eastern Seas offshore sections at minimum cost for geological investigation of these large territories and conversion of forecast hydrocarbon resources to the category of commercial reserves.

Additionally, the Eastern fields gas has a multicomponent composition. Particularly, this gas is rich in helium which is widely used due to the unique properties. In accordance with the forecasts the need for helium will increase at least four times by 2030. Under these conditions it is unacceptable to explore the largest gas fields rich in helium in Eastern Siberia and in Yakutiya only for natural gas production.

“It is indispensable to develop gas processing and gas chemical infrastructure in Eastern Russia. This calls for modern technologies, conversion and development of engineering, metallurgic and other companies aimed at producing outputs for the oil and gas sector. It is a great business sphere for the Academy of technological sciences and our congresses”, concluded Alexander Ananenkov.

Additionally, today, at the Tomsk Oblast front office, Alexander Ananenkov and Victor Kress, the Tomsk Oblast Governor, have signed an Agreement for gasification.

In accordance with the Agreement, the parties will define the volume and accomplish investment adjustment project for the Tomsk Oblast gasification up to 2020. In terms of the investment project Gazprom and the Oblast authorities as well as Mezhregiongaz will develop a multistage program for regional gasification as well as identify investment resources and schemes.

The parties also agreed to implement a regional program on energy saving technologies and program for converting motor transport and agricultural engineering to the compressed and liquefied natural gas.

A general investment project developer for the Tomsk Oblast gasification, the regional energy saving program, and the program of converting motor transport and agricultural engineering to the compressed and liquefied natural gas will be chosen within the competitive bidding in partnership with Promgaz.

The 16th International Congress “Innovative Technologies for the Oil and Gas Industry, Energy and Communications” (CITOGIC 2006) is being held during September 5-9, 2006 in Tomsk. The Congress has been organized by the Academy of technological sciences of the Russian Federation, Gazprom, the Tomsk Oblast authorities under the patronage of the President of the Russian Federation, under the auspices of the UN, the Government of the Russian Federation, the Federal Assembly of the Russian Federation and the Executive Committee of CIS.

The Congress is being held under the chairmanship of Alexander Ananenkov, Deputy Chairman of Gazprom Management Committee and the President of the Academy of the technological sciences of the Russian Federation and Victor Kress, Governor of the Tomsk Oblast.

CITOGIC 2006-Tomsk is aimed at applying modern technologies for implementation of the largest national oil & gas and energy projects of the 21st century, the Regional Development Strategies up to 2020, draft Development Program for an integrated gas production, transmission, supply system in Eastern Siberia and the Far East, taking into account potential gas exports to the markets of China and other countries of Asia Pacific.

Gazprom and the Tomsk Oblast entered into an Agreement of cooperation in December 2004.

Gas penetration in the Tomsk Oblast is at 5.2 per cent (6.3 per cent in cities and towns, and 3.4 per cent in rural area.)

In 2005 Gazprom supplied the Tomsk Oblast with some 1.3 bcm of gas and the same volumes are slated for this year.
