MOSENERGO (TGC-3)

April 19, 2002

The enforcement division of AO MOSENERGO conducted more inspections at points for collection of non-ferrous metals

Inspections were held at the end of March in the eastern district of Moscow and Balashikha district of the Moscow region. The inspection teams consisted of representatives from the AO Mosenergo enforcement division, criminal police, internal affairs and Moscow licensing service. The inspection covered nine collection points. As a result, at seven places the inspectors found materials used at AO Mosenergo's facilities. Two points did not have licenses. Currently, law enforcement agencies investigate the violations. Two collection points have already been closed.

After the work done by the enforcement service of AO Mosenergo in the first quarter of 2002, the cases of theft of electric cables at the company's facilities decreased two times as compared to the last quarter of 2001. The volume of stolen cables decreased five times. From the start of the year 24,510 meters of cable have been stolen from the company. The total damages incurred by AO Mosenergo decreased four times and amounted to 1,481,676 rubles.

The enforcement division of AO Mosenergo designed a number of measures to prevent plundering of materials from AO Mosenergo facilities. Before conducting inspections aimed to disclose violations of rules for collecting ferrous and non-ferrous metals, as well as illegal collection points, the enforcement division launches so-called detective actions. In the course of these actions, the enforcement division of AO Mosenergo, jointly with Moscow law enforcement agencies, private security services and representatives from the Moscow licensing authority, carry out surveillance of collection points. In addition, the company cooperates on a permanent basis with private security services—Condor Security and Pilgrim that guard AO Mosenergo facilities.

One of the key priorities of the enforcement division of AO Mosenergo for 2002 is to minimize the possibility of selling materials stolen from the company. The division will focus its efforts on controlling the activities at metal collection points and quickly addressing information about alleged violations.
