TGC-4 launches a project to build two gas turbine units at Belgorodskaya CHPP

Moscow, 16 August 2006. A special ceremony was held in the city of Belgorod today to kick off the construction of new gas turbine units (GTUs) at the Belgorodskaya CHPP. The ceremony was attended by Yevgeny Savchenko, Belgorod Region Governor; Alexander Chikunov, member of the Management Board and Managing Director of Business Unit No. 1, RAO "UES of Russia"; Gennady Kochetkov, Director General, OAO "TGC-4"*, and Mikhail Chefranov, Acting Director General, OAO "Heat Energy Company".

The new GTUs at the Belgorodskaya CHPP will be built under the Investment Programme of OAO "TGC-4". The project is provided by the Agreement on Cooperation in Energy Sector Reform and Development in the Belgorod Region signed by Chairman of the Management Board of RAO "UES of Russia" Anatoly Chubais and Belgorod Region Governor Yevgeny Savchenko on 7 August 2003.

Two LM 2500+DLE HSPT gas turbine units of 33 MW each manufactured by General Electric will be installed on the power plant site, which will increase the plant's capacity to 91.6 MW of electricity and 445 Gcal/h of heat.

The GTU project is expected to be financed for the most part with bank loans. The total project cost is estimated at RUB1.7 billion, with the new capacity scheduled to come on line in Q4 2007.

The GTU construction at the Belgorodskaya CHPP will improve reliability of electricity and heat supply to consumers in Belgorod. The power plant will operate all year round, supplying hot water to users in the central and northern parts of Belgorod in summer and covering part of the district heating demand in winter. The advanced technologies used in the project will significantly reduce the specific consumption of natural gas and cut the cost of heat generation.

OAO "Heat Energy Company", which is part of OAO "TGC-4", has experience implementing similar projects: in 2005, it constructed and brought on line a 66 MW power plant, GTU-CHPP "Luch", using project finance techniques. The core of the generating capacity is comprised of two gas turbine units similar to those planned to be installed at the Belgorodskaya CHPP.

The GTU-CHPP "Luch" and Belgorodskaya CHPP are located within the city limits, which is why their equipment and quality of construction work are to meet the most stringent requirements. Both plants are designed to comply with all Russian and international environmental standards for air, water, and noise pollution in the residential areas. The GE-manufactured DLE combustors to be used at the GTUs will help minimize hazardous emissions into the atmosphere.

* OAO "Territorial Generation Company 4" was registered on 20 April 2005. OAO "TGC-4" comprises the regional generation companies (RGCs) operating in the Tula Region, Voronezh Region, Tambov Region, Bryansk Region, Smolensk Region, Lipetsk Region, Kursk Region, Ryazan Region, Oryol Region, Kaluga Region, and Belgorod Region.

At its meeting held 25 April 2006, the Board of Directors of OAO "TGC-4" approved the Company's Investment Programme until 2010 totalling over RUB22 billion. The Programme focuses on modernizing and upgrading the existing capacity and build new power plants, as well as developing heating networks. The total capacity planned to come on line will make 804 MW of electricity and 4,688,000 Gcal of heat annually. Among the major projects envisaged by the Programme are the modernization of the Novomoskovskaya TPP, Dyagilevskaya CHPP, Bryanskaya TPP, Yeletskaya CHPP, Belgorodskaya CHPP, the construction of a GTU-CHPP in the city of Stary Oskol, and the modernization and connection of the heating supply system in the city of Shchekino to the Pervomayskaya CHPP, and the system of the Yefremovsky Glucose & Treacle Mill to the Yefremovskaya CHPP.
