The situation with non-payments of major consumers for electricity transmission services in the Ulyanovsk region escalates. Since the beginning of 2015 some companies, including Ulyanovskenergo, JSC; State Scientific Center — Research Institute of Atomic Reactors (JSC SSC RIAR); Inzenskiye Regional Electric Grids, LLC; Ulyanovskvodokanal Ulyanovsk Municipal Unitary Enterprise discontinued to timely perform its contractual obligations to the Ulyanovsk branch of IDGC of Volga, PJSC. At the present time, their debt totals 667 million rubles, and the irresponsible position of the management of corporate debtors leads to a build-up of debts. Thus, the debt of Ulyanovskenergo, JSC increases per month on average in 300 million rubles.

Some organizations completely ignore the performance of their contractual obligations to IDGC of Volga, PJSC. So far, OCHAG Municipal Unitary Enterprise; Zhilservis Municipal Unitary Enterprise and UK Zhilkomservis, LLC have not made any payments to the grid operator on a voluntarily basis. All fees come in only after submitting enforcement orders to the Court Bailiffs Service. To limit power supply of such companies is rather difficult.

Such attitude to contractual obligations not only challenges the effectiveness of business activities of such companies, but also poses a real threat to energy security of the whole region. Debts make it difficult for the Ulyanovsk DG branch to perform its obligations to adjacent grid operators, and complicate high-quality preparation to the 2016/2017 autumn and winter period. The repair campaign is in full gear in the branch, and it means that each ruble that should be spent for maintenance of uninterrupted power supply to consumers is on account.
