Debts of Saratov contractors can force IDGC of Volga, PJSC to suspend its payments to territorial distribution companies

The total debt of the contractors of IDGC of Volga, PJSC in the Saratov region approaches to 1 billion rubles as of June 1, 2016. The current situation makes it impossible to arrange for payments to downstream territorial distribution companies (TDCs) in compliance with the applicable tariff model. Power retail companies should make payments to IDGC of Volga, PJSC for electricity transmission services. In its turn, IDGC of Volga makes payments to TDCs. However, the absence of receipts from major contractors violates the established procedure. IDGC of Volga, PJSC is no longer able to pay the TDCs using its own resources.

Therefore, the failure to fulfill payment obligations triggers a “chain of non-payments”, undermining the energy stability of the Saratov region. At the present time, during the period of mass repair works and preparation for the autumn and winter seasons, underfunding of IDGC of Volga, PJSC and TDCs is a direct threat to power safety of the region. The irresponsibility and ineffective activities of corporate debtors may affect companies and residents of the region.

The list of debtors is headed by the last resort power supplier for the Saratov region of Saratovenergo, PJSC. Paying off its debt with delays at the end of the previous year, the retail company proceeded with accumulating its debt again. Today it is more than 400 million rubles, including overdue advance payment for May.

 NESK, JSC (debt is 39.6 million rubles, including advance payment for May) has accumulated its debt since September 2015. Saratov City Electric Network Enterprise, CJSC has already accumulated a debt of 195.5 million rubles (including advance payments).

Since March 2015, Oboronenergosbyt, JSC has failed to duly discharge its electric power payment obligations, its debt is 189.4 million rubles (including advance payment for May 2016). This company has a large debt to grid operators not only in the Saratov region. New debts begin to accumulate. Thus, the debt to RT-ET, PJSC from December 2015 till May 2016 amounted to 19.5 million rubles.

Corporate debtors account the current situation for macroeconomic conditions and non-payment of its own consumers. However, their ineffective activities should not affect the observation of terms of agreements with IDGC of Volga, PJSC.
