Situation with non-payments for electricity transmission services in the Ulyanovsk region continues to be escalated

The problem of non-payment of major electricity consumers in the Ulyanovsk region is still unresolved. At the moment, the total debt amounts to 882 million rubles. Among the debtors are Ulyanovskenergo, JSC (847 million rubles), Ulyanovskvodokanal Ulyanovsk Municipal Unitary Enterprise (21.7 million rubles), IRES, LLC (1.7 million rubles), OCHAG Municipal Unitary Enterprise (4.2 million rubles), Kometa, JSC (2.5 million rubles), Zhilservis Municipal Unitary Enterprise of the Veshkaymsky District Municipal Unit (2.2 million rubles), and UK Zhilkomservis, LLC (897.4 thousand rubles).
The issue of non-payment by debtors is monthly submitted for consideration to the Headquarters for electrical safety under the Government of the region. At the first meeting of this year, under the leadership of the Chairman of the Government of the Ulyanovsk region A. A. Smekalin, the authorities, the leaders of grid companies and debtor companies again discussed the situation and possible solutions. As in the past, the main problem is that most debtors are resource suppliers.
Thus, the grid company cannot limit the power supply to debtors without compromising their own bona fide consumers. The most effective way of dealing with non-payers over the past few years has been litigations with the debtors. However, this method does not solve the problem of payment discipline in general, but only allows for the one-time recovery of a specific amount of debt. Actually, at the time of litigation, debtors are doing business at the expense of the grid company. This raises the legitimate question of the efficiency of enterprises which are unable to discharge their obligations in good faith and in a timely manner.
Many companies have been forced into such a debt pit, which is getting more and more difficult to get out of it month by month. In such a situation, it is Ulyanovskenergo, JSC acting as a Guaranteeing Supplier in the Ulyanovsk region. In March, the management of the region's largest power supply company was changed. Of course, it is virtually impossible to solve the problem of a large debt accumulated for months overnight. Hopefully the new management of the company will be aware of its responsibility to the entire region and will not only repay the existing debt, but also make timely payments for services that do not allow for debt accumulation.
