Moscow, 8 August 2006.OAO "WGC-4" has started acceptance of bids for competitive negotiations to select an advisor to provide marketing, financial, and legal support in the process of issuance of additional shares.

The bids are accepted through 22 August 2006. The invitation is open to firms with a successful track record in arranging additional stock issues for Russian companies on the local and international stock exchanges, experience of work on the Russian and international securities markets, and the requisite capacity.

The competitive negotiations are expected to take place on 23 and 25 August 2006. The contract will be awarded by the WGC-4 Tender Commission.

OAO "WGC-4" was granted official registration on 4 March 2005 in the city of Surgut. The Director General of OAO "WGC-4" is Andrey Kitashev.

The consolidation of OAO "WGC-4" and its subsidiaries was finally completed on 1 July 2006. OAO "WGC-4" comprises the Berezovskaya TPP, Smolenskaya TPP, Surgutskaya TPP-2, Shaturskaya TPP, and Yaivinskaya TPP. After the consolidation, the minority shareholders hold a 10.4% stake in WGC-4, and RAO "UES of Russia" controls 89.6%.

OAO "WGC-4" has been included in the list of pilot projects involving the issuance of additional shares to raise funds needed to develop the company.
