IDGC of Volga, PJSC comes up with a solution to SPGES's debt problem

SPGES, CJSC is one of large debtors failing to pay for electricity supply services in the Saratov region. As of March 22, the debt of this local grid operator exceeds 279.5 M rubles, and SPGES continues to accumulate the debt to IDGC of Volga, PJSC month by month.
SPGES ignores all written appeals for settling their debts and meeting payment deadlines under service agreements signed with IDGC of Volga, PJSC. SPGES's management neither makes any significant steps toward changing this situation nor provides debt reduction guarantees.
The amount of SPGES's nonpayments goes beyond the relations between two power companies. This unfair partner uses IDGC of Volga, PJSC as a source of interest-free loans thus hindering financing of the Company's activities such as development of the electric grid complex, maintenance and upgrading of the equipment, and, finally, improvement of reliability of power supplies to consumers in the Saratov region.
To get over this situation, IDGC of Volga, PJSC suggests to change a tariff model used by the partners. At the present time, all payments made by consumers are accumulated in SPGES's accounts, and then a portion of this money is transferred to IDGC of Volga, PJSC as a fee for its power transmission services. However, SPGES's policy of accumulation of debts disrupts the payment system. According to a new scheme proposed by IDGC of Volga, PJSC, all payments will be transferred to the Company's account first, and then an amount specified in the contract will be credited to the SPGES's account. As IDGC of Volga, PJSC proved to be a trusted and responsible partner, the above scheme would eliminate the non-payment problem and assure safety of the regional infrastructure.
The Company sent its proposal to the Deputy Chairperson of the Government of the Saratov region A. G. Burenin and asked him to consider it at an extraordinary meeting of the Power Supply Safety Office.
