Moscow, 18 August 2004. By 1 September 2004, the companies of RAO "UES of Russia" will create Commissions to assess the preparedness of the Holding Company's energy enterprises for work during the autumn/winter period of 2004/2005.
In accordance with the Order of the Chairman of the Management Board of RAO "UES of Russia" Anatoly Chubais "On assessing the preparedness for work during autumn/winter period", these Commissions are to carry out, by 20 November 2004, comprehensive inspections at all energy companies of RAO "UES of Russia", i.e. regional energos, AO-power plants, and their subdivisions, and the branches of OAO UES "Federal Grid Company" and OAO "UES System Operator-Central Dispatch Administration".
The Commissions will comprise representatives of the Technical Audit Department and general inspection board of the Corporate Center of RAO "UES of Russia", executive and engineering staff of the energy companies under inspection, inspectors from the regional energy technical supervision entities, and representatives of the Business Units, OAO "UES SO-CDA", OAO "UES FGC", and their branches, the Federal Service for Environmental, Technological, and Nuclear Supervision, and the Ministry of Emergencies of Russia.
Assessment of the preparedness of RAO UES entities for the autumn/winter peak load period of 2004/2005 will be completed by 21 November 2004. By that time, all entities under inspection are to receive their winter preparedness certificates. The key condition for obtaining a winter preparedness certificate is availability of the standard inventory of fuels and absence of restrictions on the working capacity for power plants and electricity transmission restrictions during peak load periods. In the past three years, all companies of RAO "UES of Russia" have been able to obtain winter preparedness certificates in due time and ensured reliable and uninterrupted power supply to consumers throughout the autumn/winter period.
