Emergency reserve of IDGC of North-West accounts for RUR 235.9 million which is 98.7% of the norm

Emergency reserve materials delivery to the branches shall be carried out strictly by the order of the Company’s management.

According to Alexander Gogolev, Head of the Logistics Department of IDGC of Norh-West, as of July 1, 2009, the emergency reserve of IDGC of North-West is 98.74% and accounts for RUR 235,900.6 thousand (VAT excluded).  Approximate amount of costs necessary to bring the emergency reserve to normative amounts for the reporting date – RUR 3,006.9 thousand. For the beginning of the year the reserve of the materials and equipment accounted for RUR 237,050.02 thousand.

According to the reporting data, today the emergency reserve of “Karelenergo” branch of IDGC of North-West is 100% full. It includes 148 pieces of power equipment and materials. These are power transformers, current and voltage transformers, nearly 19 tones of wire, safety devices and insulators for the substations and high voltage lines, bearing constructions and equipment of power transmission lines of different voltage transition, transformer oil, overhead lines wood  soaked in accordance with the special technology. In other branches of the company the emergency reserve accounts for 97.4-99.3% and is constantly fulfilled.

The reserve base of the materials and equipment accounted for the liquidation of abnormal situations caused by natural events or technogenic character failures. With their help they carry out the repair works at lines and substations in maximum short terms. Issue of the materials from the emergency reserve to the branches is carried out strictly by the order of the Company’s management.

It shall be mentioned that the working group of the Ministry of Energy of the Russian Federation for preparation to going through the autumn and winter period by power and heat providing organizations, at the beginning of August considered the issue on necessity of working out of the unified method for forming of emergency storages of material and technical resources at the objects of the electric power.

At present, the unified state standards of the given direction are absent, as far as the norms which were in the branch became old and do not take into consideration new market conditions where the electric power functions.

Each company individually determines the amount of reserves for the successful going through the autumn and winter period on the basis of the nomenclature and the actual condition of the present equipment.

According to the specialists, new methods shall be formed on the basis of the statistics data concerning the type of failures and the damageability of the power equipment and determine the basic principles of  equipment storage making, as well as spare parts and the materials. Besides, it is necessary to create the sole data base of the reserves equipment being at the disposal of power companies for more optimal use of storage during the year.
