Chuvashenergo, a branch of IDGC of Volga, JSC, continues to identify unauthorized power consumptions

Electric power losses from the grids of Chuvashenergo, a branch of IDGC of Volga, JSC, amounted to 152.772 million kWh in the first six months of 2010, showing a decrease of 0.146 million kWh as compared to the first six months of 2009. The branch’s efforts to decrease the losses have been focused on two main targets. It means the reliability increase of net power supply data by taking more readings from utility meters and the control of unaccounted and illegal power consumption. Chuvashenergo conducted 192 inspections in the first six months of 2010 in order to identify any unauthorized power consumptions that are subject to administrative and criminal prosecution. The inspection team included representatives from the Department of Economic Security, inspectors from the Department of Power Transmission Services, and officers from local Departments of Internal Affairs. The inspections resulted in 4,025 reports on unlawful power consumptions, totaling 4,358,000 Rubles. Unfair users stole 4,131,000 kWh of electric power. The measures that were taken helped to repair the damage equal to 2,177,000 Rubles. During the first six months of 2010 The Chuvash Departments of the Ministry of Internal Affairs opened 122 criminal cases under Article 165 of the Criminal Code of the Russian Federation (inflicting property damage by deception or breach of trust). When a report on unaccounted use is made, a consumer is given an option to pay voluntarily for the used power. If, however, the lawbreaker refuses to pay voluntarily, then the evidence of the breach is sent to court. Should the consumer fail to satisfy a debt collection judgment, court enforcement officers are involved. Illegal power consumption is punished with up to two years of imprisonment as provided by Article 165 of the Criminal Code of the Russian Federation. Power engineers have requested their consumers more than once to be law-abiding and to mind that unauthorized connections could result in overvoltages and voltage jumps as well as in fires and electrical injuries, which is particularly dangerous in hot weather that is now the case in the Republic.
