Meeting of Gazprom’s Regional Policy Commission held

Alexander Ryazanov, Deputy Chairman of Gazprom’s Management Committee conducted an ordinary meeting of the Company’s Regional Policy Commission.

The meeting heard a report on the fulfillment of licensing agreements by Gazprom’s affiliated companies in the RF regions.

The Commission ordered Gazprom’s Gas, Condensate and Oil Production Department to devise and introduce between 2004 and 2005 an information system of licensing and resources exploitation monitoring. The Department was also commissioned to produce proposals on the use of gas fields with insignificant reserves and submit those for Gazprom’s leadership’s approval.

Relevant structural units of the Company’s Administration received instructions to identify consecutive steps on the interaction with the authorities of East Siberian regions on the licensing and resources exploitation matters.

The meeting also addressed the issue of Gazprom’s potential acquisition of the gas distribution stations and branches not currently owned by the Company. The Commission recommended the Gas Transportation, Underground Storage and Utilization Department to come up with proposals on the decision-making regulations in this sphere.

As of 1 September 2004, Gazprom’s Register recorded 160 licenses (including 7 of those held by Gazprom, 121, by Gazprom’s 15 wholly-owned subsidiaries and the rest, by Gazprom-equity businesses) for the development of fields with total explored reserves to 28 tcm of gas. The fields located in the Urals, Northwestern and Southern Federal Districts are a priority for Gazprom, in terms of the resource base development.

Gazprom is proprietor of gas distribution companies operating 403 thousand km of gas branches and some 3.5 thousand gas distribution networks.

At the same time, there are over 2 thousand km of gas branches and roughly 300 gas distribution networks that are currently not owned by the Gazprom Group of companies, annually providing Russian consumers with 17 bcm of gas. A part of these facilities are in an unsatisfactory technical condition, with most of them remaining ownerless.

In May this year, Gazprom’s Management Committee approved the Concept of the consolidation of assets in the gas distribution sector. The Concept stipulates the setting up of the Mezhregiongazholding gas distribution company, pursueing the major objectives (apart from the gas distribution assets consolidation) of enhancing the RF regional gas distribution network efficiency, establishing pre-requisites for the implementation of a common tariff policy and ensuring finance for the intensification of gas consumption in Russian regions.
