Debts of Saratov power companies to IDGC of Volga, PJSC keep rocketing up

Some Saratov companies still fail to pay for power transmission services delivered by IDGC of Volga, PJSC. They ignored their financial obligations last year and keep on it in 2017.
RT-Energotrading, LLC entered into power supply contract with IDGC of Volga, PJSC on January 01, 2015, and ceased to pay for the services in December, 2015. Since that time, IDGC of Volga, PJSC has had to apply to court to enforce payment of the debt under warrants of execution. However, this procedures takes a lot of time, and today’s debt of RT-Energotrading exceeds 38 M rubles, the same as Independent Power Grid Company (NESK), CJSC. As of February 22, its debt exceeded 39 M rubles.
EnergoHolding, LLC regularly failing to discharge their financial obligations to IDGC of Volga, PJSC for several years ran into a debt of over 2.1 M rubles. IDGC of Volga, PJSC has to apply to court to enforce it. Nonpayers use the Company as a source of interest-free loans for months.
Saratov City Electric Network Enterprise (SPGES), CJSC is also on the list of debtors. As of February 22, 2017, SPGES’ debt to IDGC of Volga, PJSC exceeds 380 M rubles.
Nonpayers do not much care how IDGC of Volga, PJSC manages to discharge its own financial obligations (taxes, payments to partner grid operators, wages, etc.). Plus, regular maintenance of sophisticated electric grid facilities costs a lot of money primarily coming from power transmission services.
