Severstal to launch a joint project with Severstal US to increase efficacy of procurement

As pointed out by Igor Nechaev, Severstal' purchasing director,  "The project involves three stages. The first stage includes the analysis of procurement expenses, including the appraisal of a cost saving potential and the development of a cost reduction plan. For expense analysis, purchases of the so-called first wave - coke, refractory products and services - were selected. At the second stage, a design of more effective purchasing processes will be drawn up. It will include all steps of procurement, such as planning, choosing a supplier, making an order, and following up on shipments of raw materials. Besides that, experts will examine the skills of American staff in this area. As result of that, a program of staff training and development will come about."

For maximum results, Severstal's project team was made of managers of all units within the purchasing department, including equipment, raw materials and fuel, maintenance supplies, and services. For example, experts of the raw materials and fuel procurement unit have been involved in the procurement of coke since Spring 2004. There is a shortage of this material on the North American market, therefore the issue of non-stop and timely shipment of coke is of primary importance to Severstal North America. The project team sees potential with streamlining procurement of services and introducing bid-based procurement.

As pointed out by Igor Nechaev, as a result of the project specific suggestions for improving and streamlining procurement at Severstal North America will be offered.
These suggestions, aimed at decreasing overall expenses will be made by experts in procurement both at Severstal and Severstal North America. Additionally, the project provides an opportunity to study the experience of our American colleagues, working in procurement, make comparisons and introduce the best practices of Severstal North America at Severstal.

The project is expected for completion at the end of the year. Then the procurement staff at Severstal North America will continue with the analysis of the second and third wave purchases independently.
