The Executive Board of OJSC North-West Telecom has agreed the draft resolution of the Government of St. Petersburg «On the Program of Telecommunications Services for the Residents of St. Petersburg for 2004-2007»

OJSC North-West Telecom Executive Board meeting was held on September 6, 2004. One of the issues on the agenda was agreeing the draft resolution of the Government of St. Petersburg «On the Program of Telecommunications Services for the Residents of St. Petersburg for 2004-2007».

The Program of Telecommunications Services for the Residents of St. Petersburg was developed by the specialists of OJSC North-West Telecom on the instructions of the Governor of St. Petersburg within the framework of the working group set up under the auspices of the Information Technologies and Communications Committee. This is the first long-term program of overall modernization and development of the city’s general telecommunications network over the last 10 or 15 years.

The main purpose of the Program is to satisfy the demand of St. Petersburg residents for modern telecommunications services and do away with the city’s waiting list for the telephone installation.

According to the Program, those people who are currently on the waiting list for the telephone installation (about 62 thousand city residents) will have their requests satisfied in the next two years and, given that 20 to 25 thousand new requests are filed every year, all requests put on the waiting list will be satisfied before 2008.

The World War II invalids and veterans are a special category on the waiting list. As of September 1, 2004, 46 of them were in need of the telephone installation. All requests were filed in 2003-2004 and will be satisfied before the end of the current year.

Some people remain on the waiting list for a long time. Thus, 148 people filed requests in 1981-1985 and 2202 in 1986-1990. As the rule, their requests have not been satisfied to date because of technical difficulties or high «last mile» costs. Nevertheless, all these requests will be satisfied within one to one and a half year.

Provided that the Program is successfully implemented, from the year 2008 all new telephone installation requests will be satisfied within 6 months.

The draft Program includes a number of territories and communities where the provision of telephone lines involves high costs. As the rule, such places are remote from telephone exchanges and in many cases little populated. According to the draft Program the provision of telephone lines in such districts will be funded from the city budget.
