Moscow, Russian Federation – Mobile TeleSystems OJSC (“MTS” or "the Company" – NYSE: MBT), the leading telecommunications provider in Russia and the CIS, announces the appointment of Mr. Valery Shorzhin as Vice President for Procurement and Administration, Member of the Executive Board.

Mr. Valery Shorzhin has served as Director for Procurement since 2011. His area of responsibility in now expanded to include administrative issues.

Biography

Valery Shorzhin has served as Director for Procurement Management, Member of the Executive Board at MTS since 2011. He had also served on the Company’s Executive Board between 2009 and 2010. From 2008 to 2011, he served as MTS Director of Information Technology. Prior to joining MTS in 2006, Mr. Shorzhin held the positions of Technical Director and Director for IT and Information Management of Farlep-Invest in Ukraine. From 1996 to 2006, he held various information technology management positions at Sovintel, and prior to that, he worked at Tveruniversalbank. He began his career at the Radiophysics Research Institute in 1986.

Valery Shorzhin graduated from the Bauman Moscow State Technical University in 1986
