The OJSC Mosenergo General Director A.Ya. Kopsov, Board Chairman and Alstom President Patrick Crone, and the General Director of the OJSC EMAlians O.P. Golikov have signed the General Contractor Agreement for building gas-steam power generation unit at the OJSC Mosenergo-owned Thermal Power Plant 26.

This general contractor agreement for building gas-steam power generation unit at the OJSC Mosenergo-owned Thermal Power Plant 26 is unprecedented in the Russian power engineering industry. The subject of the agreement includes building a modern turnkey gas-steam power generation unit in Russia by a major foreign company.

The work under the agreement includes construction of the main building with a turbine unit, supply and assembly of a recovery boiler outfitted with a stack and auxiliary equipment, assembly of electrical rooms, package transformers, utility water supply, gas fuel unit (gas treatment unit, staged compressor units, and diesel power generators).

The cost of work under the agreement will amount to approximately 300 million euros, and the construction is due to be completed in 29 months. The power generation unit is scheduled for commissioning in 2009.

The construction of the Gas-Steam Unit 420 at TPP 26 is part of the Program to Develop and Technically Retrofit OJSC Mosenergo.

The power generation unit 8 at TPP 26 will be the most efficient gas-steam power generation plant in Russia. For the first time ever, the Russian power plant will have a gas turbine with the capacity of 280 mW installed as part of its equipment. The efficiency factor of the latest fourth-generation power unit will amount to 59%, which is also the best number in the Russian and foreign heat generation business.

The next task facing OJSC Mosenergo includes preparation for the open contests for building gas-vapor energy units at TPP 12 and TPP 20.

On October 31, 2006, Alstom (in conjunction with EMAlians) was declared winner in the competition for signing a general contractor agreement for turnkey construction of a gas-steam power unit 8 with the installed capacity of 420 mW at TPP 26 owned by OJSC Mosenergo.

The opening of the envelopes containing the participants’ proposals was held at the Mosenergo office on October 18 in the presence of representatives from the leading Russian and foreign producers of power generation equipment. The leading manufacturers of gas turbines came up with comprehensive solutions: Siemens (OJSC Power Machines), Mitsubishi (OJSC «VO Tekhnopromexort), Alstom (together with OJSC EMAlians), General Electric (Iberdrola, Spain)).

The commissioning of capacities in excess of 2,400 mW through the construction of new gas-steam power generating units at TPP 12, TPP 20, TPP 21, and TPP-27, as well as upgrading and renovation of existing equipment at a number of power generation plants owned by OJSC Mosenergo are scheduled as part of the implementation of the Program for Development and Technical Retrofitting of the Moscow Energy System until 2010.

The construction of four gas-steam power generation units will take place at the OJSC Mosenergo TPP 21, TPP 26, and TPP 27 sites until the end of 2006.
