Moscow. 21 June 2006. RAO "UES of Russia" has presented its Social Responsibility and Corporate Sustainability Report for 2004-2005 for public discussion.

The Report covers the activities of the Holding Company's entities in the Russian Federation, and presents information on the strategy of RAO "UES of Russia" and the contribution made by the Company to the country's social and economic development, and addresses environmental impact of energy enterprises. Special attention is given to the social impact of the electricity sector reform in Russia, the mechanisms for attracting investment in the country, and construction of new energy facilities from a perspective of public interests.

Among participants of the event hosted today by RAO "UES of Russia" was Chairman of the Management Board of RAO "UES of Russia" Anatoly Chubais, Head of the Social Policy Committee at the Russian Union of Industrialists and Entrepreneurs David Yakobashvili, officers of the leading Russian and international energy companies, officials from the energy-related ministries and agencies, members of the investment community, representatives of independent environmental and consumer protection organizations, and the media.

The report was prepared according to the GRI Sustainability Reporting Guidelines (its latest version, G3). The customer and suppliers relations as well as other matters relating to non-financial risks management were presented taking into account the requirements of the AA1000 Stakeholder Engagement Standard (??1000 SES). RAO "UES of Russia" is the first Russian company to use these standards and be involved in the standard improvement. The Holding Company's representatives are taking part in the Task Force working on the GRI protocol for the electricity industry.

According to the international standards, the Report preparation and audit is an interactive process. Based on the results of the public discussion, alterations will be made to the Report to take account of stakeholders' opinions. The Report is intended for a wide range of interested stakeholders, from non-governmental organizations to credit rating agencies. The print version will be circulated to shareholders, government officials, and other stakeholders.

RAO "UES of Russia" targets to introduce social reporting practices in its subsidiaries, primarily those that expect to issue additional shares in the near term. The report contains "best practice" case studies on RAO UES subsidiaries. The next reporting period will cover years 2006-2007. Reports will be prepared by the parent company, RAO "UES of Russia", and the energy companies established in the course of the electricity industry report.
