Second hydropower unit brought on line at Sangtudinskaya GES-1 in Tajikistan

Tajikistan, 1 July 2008. Today OJSC INTER RAO UES brought on line the second hydroelectric power unit at Sangtudinskaya GES-1, located on the Vakhsh river, Tajikistan. The solemn ceremony of commissioning was attended by Tajikistani President Emomali Rahmon, Head of the Russian Presidential Administration Sergey Naryshkin, Minister of Energy of the Russian Federation Sergey Shmatko, OJSC INTER RAO UES Management Board Chairman Evgeniy Dod, and Chairman of the FGC UES Management Board Andrey Rappoport.

Design capacity of the second unit amounts to 167.5 MW, and monthly energy production equals to 72 mln. KWh.

The first hydropower unit of the power plant was commissioned on January 20, 2008. The unit was brought into operation three months ahead of schedule, which enabled not only to decrease seasonal deficit of electric power in Republic of Tajikistan but also to accelerate the plant bringing to full capacity – 670 MW.

In accordance with the approved schedule of the construction work, commissioning of the third and the fourth hydroelectric power units of the power plant is planned for October 15, 2008 and January 15, 2009 accordingly. It is expected that the whole scope of works related to the construction of Sangtudinskaya GES-1 will be completed by April 1, 2009. Total cost of plant construction makes about 17.2 billion rubles.      

The project to construct the plant was launched in the late 1980s. By the early 90s, twenty percent of the construction works had been completed. However, the project was suspended due to the lack of funds and the hostilities in Tajikistan.

Negotiations between Russia and Tajikistan on the completion of Sangtudinskaya GES-1 started in 2003, and in October-November 2004 there were signed several key documents on the order and conditions of execution of works to complete the power plant construction.

At present, shareholders’ interests in JSC Sangtudinskaya GES-1, which was registered on March 2, 2005 in Tajikistan for the purposes of construction and further operation of the power plant, are distributed in the following way: Russian Federation owns 66.39% of shares, Republic of Tajikistan – 16.45%, FGC UES – 14.92% and OJSC INTER RAO UES – 2.25%. It is expected that after the next additional share issue, the plant’s share capital structure will be changed – Tajikistan will get blocking ownership (25% + 1 share), the share of the Russian Federation will be reduced to 60.13%, the share held by FGC UES will be reduced to 12.92%, and the shareholding owned by OJSC INTER RAO UES will amount to 1.95%.

Sangtudinskaya GES-1 is one of the largest investment projects on the CIS area financed by the Russian Government and Russian companies. A number of Russian companies, such as Power Machines, Chekhovsky Zavod Gidrostal, ChirkeiGESstroy, Zarubezhvodstroy, Zagranenergostroymontazh, Hydromontazh Trust, and others, act as contractors and equipment suppliers for the project. Over 4,500 people are currently engaged on the Sangtudinskaya GES-1 site, of which 3,600 people are citizens of Tajikistan.

When brought on line to its full capacity, Sangtudinskaya GES-1 will not only ensure electricity supply to the domestic market of Tajikistan but also strengthen energy security in the region.
