GAZPROM

April 25, 2005

Results of the working meeting between Alexey Miller and Henk Dijkgraaf

Today at Gazprom headquarters, Alexey Miller, Chairman of Gazprom Management Committee, held a working meeting with Henk Dijkgraaf, President of N.V. Nederlandse Gasunie (the Netherlands).

The parties discussed Russian gas supplies to the European market, including Great Britain, and the possibilities of natural gas transportation via Germany, the Netherlands and BBL (Balgzand Bacton Line) pipeline which is planned to be put into operation by 2006.

The parties discussed cooperation prospects between N.V. Nederlandse Gasunie and Gazprom together with BASF in the construction of the North European gas pipeline.

N.V. Nederlandse Gasunie has confirmed its willingness to develop the gas transportation system in the Netherlands within the framework of the North European gas pipeline construction project.

Reference:

N.V. Nederlandse Gasunie was incorporated in 1963 as a natural gas supplier and transportation company. In 1999, Gazprom and N.V. Nederlandse Gasunie signed a contract on Russian gas supplies to the Netherlands amounting to 80 billion cubic meters of gas supply within the period of 20 years.

The conclusion of the contract has paved the way for the two companies’ cooperation in different areas, from ensuring contractual obligations and finding possibilities of joint activities in the European gas market, and arranging exchanges in the IT area, planning and modeling methods, and personnel management. In 1999 Gazprom and N.V. Nederlandse Gasunie signed the Protocol on strategic cooperation which serves as the basis for ongoing joint activities. New areas of cooperation and exchanges are constantly evolving.

In 2001 Gazprom and N.V. Nederlandse Gasunie put forward an initiative to establish a joint energy sector knowledge and experience exchange project. The initiative was welcomed by Russian and the Netherlands’ governments. The project became known as the Gas University. Later the University of Groningen joined the project and established, together with the N.V. Nederlandse Gasunie, the Energy Delta Institute.

On 29 June 2004 Gazprom and N.V. Nederlandse Gasunie signed the Memorandum of understanding on strategic cooperation. The document stipulates joint efforts in increasing gas supply flexibility within the European market that would facilitate efficient management of daily and seasonal demand fluctuations with the end-users’ market. Besides, the following issues will be covered: the European gas market globalization, the European energy policy, security of supplies, the energy market liberalization’s impact on suppliers. Gazprom and N.V. Nederlandse Gasunie will continue exchanges in the transportation system management and servicing, dispatching controls, the European gas transportation system’s modeling.

In 2004, 2.7 billion cubic meters of natural gas was supplied to the Netherlands.
