RUSAL launches ambitious industrial park project at Siberian plants

MOSCOW, 11 August, 2004 — RUSAL, one of the world's leading aluminium producers, today launched a new programme intended to lead to development of Russia's largest industrial park complex, on property associated with its production facilities in Krasnoyarsk and three other RUSAL locations in Siberia.

MOSCOW, 11 August, 2004 — RUSAL, one of the world's leading aluminium producers, today launched a new programme intended to lead to development of Russia's largest industrial park complex, on property associated with its production facilities in Krasnoyarsk and three other RUSAL locations in Siberia.

The programme, organized by a newly-created subsidiary headquartered in Krasnoyarsk, will provide fully serviced and equipped premises to leading foreign and domestic equipment manufacturers and professional service organizations. Branch operations will be housed in Novokuznetsk, Bratsk and Sayanogorsk, where RUSAL also has major operations.

Discussions are currently under way with more than 15 companies. The first tenant, Netherlands-based Helcon BV, a major manufacturer of mobile equipment, is expected to open an assembly operation in a month's time.

Commenting on the programme, Valery Matvienko, Managing Director of RUSAL's Aluminium Division, said, «This is a constructive and highly innovative way for everyone — RUSAL, our partners and our communities — to benefit. By helping top world producers to enter the Russian market and set up their own production, we forge closer relationships with suppliers, who can work with us side by side on a daily basis. In turn, this will create more jobs and generate more tax revenues for the communities where we operate.»

The project is an offshoot of RUSAL's programme to restructure its business and raise efficiency. Having spun off many of the non-core businesses at RUSAL smelters, the company recognized that the remaining empty facilities could be used more effectively by its service and supply contractors, many of which were interested in other commercial opportunities in Russia.

Among the contractors in discussions are companies involved in smelter modernization projects, in maintenance services and in new construction. The park will provide its tenants with all necessary infrastructure — including fully equipped premises, electricity and heat. RUSAL will be inviting a number of professional service organizations, including transport and construction firms, to meet the daily needs of its tenants. Park management will also help with settlement requirements, including registration, securing required permits and licences, personnel recruitment and site security. RUSAL is currently in negotiations with local authorities regarding possible tax concessions for the industrial park tenants.

The Krasnoyarsk park's first tenant, Hencon Siberia, expects to cut equipment prices for RUSAL by assembling on-site to make them more competitive. It also hopes to be able to more closely tailor assembled equipment to technology in use at RUSAL's smelters.

RUSAL and Hencon have signed an 18-month contract, under which Hencon will manage a subdivision of RUSAL's Service Center, the DT Service, which is in charge of the maintenance of mobile equipment.

«We are pleased to have reached agreement with RUSAL to establish our production at the industrial park,» said Dirk Kuiken, Hencon's president. «This gives us access to new large markets and opens important new horizons.»
