Today’s outstanding debt of Ulyanovskenergo, OJSC, Provider of Last Resort in the Ulyanovsk region, for power transmission services delivered by IDGC of Volga, PJSC amounts to 853 M rubles. Last year, Ulyanovskenergo failed to clear its debt and pay the bills on a timely basis. Repeated appeals to the management of the sales company, continuous claims-related work and recourse to public authorities to recover the heavy debt did not work.
Ulyanovskenergo’s chronic nonpayments date back to 2014. Since that time, IDGC of Volga, PJSC has had to find other ways and means to fulfill its own obligations to consumers, partner grid operators and contractors. Embarrassed by cash shortfall caused by the debt of its major client, the Company has to enter into offset agreements and debt assignment agreements with territorial grid operators.
Litigation is the only way out for now. Ulyanovskenergo is almost proof against the most effective method of persuasion — restricted power supply. Taking advantage of its impunity and using nonpayments of its clients as an excuse, Ulyanovskenergo’s executives drag their heels on solving this problem that rocketed from the intraindustry level to the regional one a long time ago. All money unpaid to the distribution grid company is primarily intended to implement the annual repair and investment programs and to maintain and keep the electric equipment in proper working order. IDGC of Volga, PJSC is not able to provide endless credit to the Provider of Last Resort, and the entire Ulyanovsk region should be interested in solving this problem in an integrated manner by looking beyond relations between two parties.
