Minister for Energy Sergei Shmatko has held a meeting with leaders of Russian generating, grid and sales companies. He has paid considerable attention to problems of regional network organizations, which play a major role in the distribution grid complex. Thus, in  Moscow region there are 240 such organizations, in  Sverdlovsk - over 200, in  Tyumen - more than 100. Growth of the tariffs of regional network organizations could be hundreds percent.

There were fixed the cases when regional regulatory authorities, during the initial call to them of the newly created regional network organization, set a tariff substantially higher than necessary costs. In this regard, a regional network organization does not go to the overshoot in the following period. Russian Ministry of Energy proposes to adopt the same parameters of economic efficiency for the regional network organizations as for “Holding IDGC".  This, in particular, applies to the cost for the maintenance of networks and accounting of electricity supply volume.
