WGC-6 starts construction of new power unit at the Novocherkasskaya TPP

Moscow, 24 May 2007. A ceremony was held at the Novocherkasskaya TPP (branch of OAO "WGC-6"*) to kick off the construction of a new power unit at the power plant. The foundation laying ceremony was attended by Anatoly Chubais, Management Board Chairman of RAO "UES of Russia"; Vladimir Chub, Rostov Region Governor; Alexander Chikunov, Managing Director of Business Unit No. 1, RAO "UES of Russia"; and Valentin Sanko, Director General of OAO "WGC-6".

The expansion project at the Novocherkasskaya TPP providing for the construction of a new 330 MW power unit is one of the major investment projects of OAO "WGC-6". The project seeks to meet the dramatic increase in demand for electricity in the Southern Federal District.

The new power unit at the Novocherkasskaya TPP will be the first one in Russia to use the advanced circulating fluidized bed (CFB) boiler technology. The technology will help increase the power unit efficiency to 40 percent even with low-quality coals from the Donetsk Coal Basin in Ukraine as the key fuel. Besides that, the CFB technology helps to save up to 20 percent of fuel and ensure compliance with the environmental safety requirements. The CFB technology makes it possible to burn any rank of coal, which significantly will expand the options available for competitive procurement from various producers and ultimately create the conditions for curbing the electricity and heat tariffs in the region.

The cost of the construction of the new power unit at the Novocherkasskaya TPP is estimated at RUB16 billion. The project will be financed with the proceeds of the issue of additional shares in WGC-6. The new unit is scheduled to go on line in 2011.

* OAO "WGC-6" was registered with the authorities on 17 March 2005. OAO "WGC-6" comprises six branches (power plants): Kirishskaya TPP, Krasnoyarskaya TPP-2, Novocherkasskaya TPP, Ryazanskaya TPP, Cherepovetskaya TPP, and TPP-24 (GRES-24). The plants comprising OAO "WGC-6" have an aggregate installed capacity of 9,052 MW. In August 2006, WGC-6 shares were admitted to trading on the MICEX Stock Exchange and RTS Stock Exchange, and were included in their Schedules of non-listed securities.

Principle of Operation of a Power Unit with a Circulating Fluidized Bed Combustion Boiler

In CFB boilers, the fuel is combusted in fluidized bed created as a result of uplift of air through the travelling grate. After combustion in the fluidized bed, particles move up the furnace section and get into the cyclone, where as a result of centrifugal force large unburnt particles are removed and move back into the bed. The cleaned gas-dust stream moves to the convective shaft and is cleaned by electrical filters. Due to constant circulation of particles in the boiler, the maximum fuel burn-off is achieved, which, in its turn, reduces emission of solid particles into the atmosphere.

Limestone is injected together with fuel into the fluidized bed and reacts with sulphur oxide COx. Low temperatures in the combustion zone (about 900 degrees C) prevent the formation of "thermal" nitrogen oxides NOx (which are generated at a temperature above 1500 degrees C) and nitrogen oxides NOx supplied from air forced into the furnace, which is impossible with the existing chamber furnaces because of the high temperature of the flame kernel (above 1600 degrees C).
