Specialists of the Zavolzhskoye Production Department of Saratov Distribution Grids held a meeting with senior officials of Aleksandrovo-Gaisky district

Employees of Zavolzhskoye Production Department of Saratov Distribution Grids, a branch of IDGC of Volga, PJSC (a member of Rosseti Group of Companies), took part in the meeting with consumers as part of the ongoing workshop held by the Head of Aleksandrovo-Gaisky district of the Saratov region. 
A representative of IDGC of Volga, PJSC informed the attendees (heads of rural municipal entities, heads of regional organizations and institutions) of legal requirements concerning electricity metering and liability for off-the-meter electricity consumption. At the moment, over 4,500 registered metering points for physical persons and 476 metering points for legal entities are deployed across the region. As part of the program of IDGC of Volga, PJSC, 12 communal meters are installed in Aleksandrov Gai settlement. To reduce commercial losses, specialists installed over 2,000 electricity meters with the possibility to take electricity readings remotely. The attendees were reminded that, according to the federal statutes, owners must ensure that such metering points are properly operated, are in good working order, and are timely replaced. 
Therefore, if any operation of faulty metering devices or cases of off-the-meter use of electricity are identified, compensation of the resulting damages will be financed by the regional budget. Besides, in compliance with Article 7.19 of the Code of Administrative Offenses, unauthorized connection to power grids and illegal use of electricity are subject to administrative fines in the amount of 10–15 thousand rubles (for natural persons), 30–80 thousand rubles or disqualification for the period of one–two years (for officials), and 100–200 thousand rubles (for legal entities). 
In 2017, employees of Algaiskiy distribution zone (RES) identified 22 cases of off-the-meter use of electricity by natural persons in the amount of 20,788 kW*h. In 13 cases of electricity theft, legal entities illegally consumed 9,060 kW*h of electricity. Electricity thieves tamper with metering devices, install second connection to bypass a metering point, hook to or direct tap from a 0.4 kV line, or break seals on electricity meters. Participants of the meeting were reminded that, apart from causing accidents and electrical fires, such abusive practices can entail administrative fines prescribed by the above-mentioned Article of the Code of Administrative Offenses.
