Costs of “Pskovenergo” for the re-equipment of the dispatching office accounted for RUR 5.3 million (net of VAT) taken from the means of the investment program of 2009.

During the first week of December we witnessed the beginning of work of “Pskovenergo” dispatching office of Distribution zone-1 of the Southern electric grids of IDGC of North-West after the reconstruction. The capacity of new memory scheme will increase the operative ability of the dispatching office of the electric grid infrastructure of Velikie Luki city and the reliability of power supply of the consumers.

We shall note that the previous dispatching office of the city electric girds in Velikie Luki has been at service of the power engineers since 1972 and is completely worn out both physically and technically.

New equipment will help the dispatcher in the real time mode to get the data in the work of the electric grid of 10-6/0.4 kV of the second largest city of the region. Tele information and tele-measuring from the feeding centers about the major parameters of the distribution grid are transported in the operation-information complex “Contact ” to the automated working place of the dispatcher. The opportunity of tele-operation of the commutations equipment at the substations will help to considerably decrease the transportation costs and correspondently the time for carrying out of the switch-offs as well as increase the compatibility of the electric grids.

At the working field of the shield they installed almost two thousand of active and passive memory symbols each type of which has the certain type of the case and size, LED indication or mechanical state indicators.  

Except for information from power blocks, at the live dispatching shield one can see the reflection of the temperature from the free air and the certain time which is synchronized together with GPS satellite. The system of failure free feeding in the extreme situation provides no less than half an hour of the autonomous work of the shield, system of management and the operating computer.

According to the plan of technical reconstruction, Distribution zone -1 of the Southern electric grids also carried out the reconstruction of the room of the dispatching office and equipped the room of the dispatchers’ leisure time. The costs of “Pskovenergo” branch for the re-equipment of the dispatching office of the Distribution zone -1 of the Southern electric grids as well as the implementation of the project works, assembly and installation of new memory scheme made at CJSC “Poisk” (City of Ulianovsk) accounted for RUR 5.3. million (net of VAT) out of the investment  program means of 2009 campaign.   

Georgiy Timofeev, “Pskovenergo” Operative and Technological Management  Deputy Chief Engineer,  Head of the Grids Operating Centre, who was present at the solemn opening ceremony of the re-equipped dispatching office opening emphasized that the dispatcher occupies the leading position of power safety support. The work of the operative personnel is connected with the constant tension, ability to concentrate on things, and take the right decisions excluding any blunders. That’s why it’s so important to create the comfortable conditions  for the work of the dispatcher.
